炊事用の鍋・釜・かまど類それぞれ数百具は第一師団および近衛師団等から供給を受け、さしあたりの使用に充てたが、その後各地から次々と送付されてきたため、順次配給している。乳幼児および病人の飲用に供する牛乳の供給もまた極めて重要であることから、千葉県および畜産試験場の牛乳をできる限り事務局に保管替えするよう求め、9日から供給を開始した。また、牛乳販売業者の取りまとめ店から毎日10石の牛乳を事務局が買い入れて配給する手配を行った。
米穀その他日用品の販売組織の回復を図るため、日用品の元売・捌きを行う中央機関を設け、各種同業組合の有力な商人に商品を集めさせ、小売商人に正札販売を行わせようとする商業会議所からの申し出の方法およびそれに伴う要望を承認することとし、売店・保管所の設備、売品輸送に対する無賃取扱、および資金の融通に関して便宜または援助を与えることとした。
また、販売米の取り扱いは農商務省において行うこととし、各配給所および芝浦に陸揚げした食糧品を貯蔵すべき倉庫建設の手配を行うとともに、米その他の食糧品の販売標準価格を決定して、これを府・市に通達した。

Several hundred cooking utensils each — including pots, cauldrons, and stoves — were supplied by the First Division and the Imperial Guard Division, and were put into immediate use. Subsequently, as more continued to arrive from various regions, they have been distributed accordingly. The supply of milk for the consumption of infants and sick persons was also deemed extremely urgent; accordingly, arrangements were made to have the milk from Chiba Prefecture and the Livestock Experiment Station transferred to the custody of the Executive Office as much as possible, and supply commenced from the 9th. Additionally, arrangements were made for the Executive Office to purchase 10 *koku* of milk daily from the wholesalers' representative shop for distribution.
In order to restore the retail organization for rice and other daily necessities, a central agency was established to wholesale and distribute daily goods. The proposal submitted by the Chamber of Commerce — whereby influential merchants from various trade associations would be directed to collect goods and have retail merchants sell them at fixed prices — was approved along with its accompanying requests. Assistance or facilitation was to be provided with respect to the establishment of retail shops and storage facilities, free transport of goods for sale, and the extension of funds.
Furthermore, the handling of rice for sale was assigned to the Ministry of Agriculture and Commerce. Arrangements were made for the construction of warehouses to store foodstuffs unloaded at each distribution point and at Shibaura, and standard selling prices for rice and other foodstuffs were determined and communicated to the Prefecture and the City.
The rice supply and demand situation as well as the import status as of the 18th are as follows:
