跡くれニ相成り候をも有之令難渋候様相聞随而米直段
高直之義ハ諸国一枚【牧ヵ】之義ニ而自然事ニ候故如何様
直ニ候とも無據何れも全覚悟御年貢相運候義者
當前之事ニ候得共米麦直段如當年高直ニ罷成
一枚【牧ヵ】難渋之儀も稀成事ニ候故格別之御慈悲之
御趣意を以北方七郡之内ニ者米上納相調候村々
之外例年指帋を以上納相運候村者八歩通有
来通當月廿五日迄上納仕候様残弐歩通之義者来
午二月ゟ四月迄上納仕候様被仰付候事
但本元之通被仰付候得共心得方宜布身分之甲斐
性ニて上納皆済仕度心得候者ハ勿論上納為仕且皆
済ニ相至り不申候迚も八歩通ニ不相拘成丈相納
度心得之者は是又心得次第上納仕候様可申聞候
右之通當年柄ニ付下々難渋之次第厚御評儀之上
被仰付就而者下々之者迚も右御趣意容易相心得
不申成丈出精上納相進候様相心得させ申度事ニ候
猶又御蔵御年貢之義ハ右之通被仰付候てハ御給人
現代語訳
跡繰れに相成り候ものも有之、難渋を極め候様相聞こえ、随って米の直段高直の義は諸国一牧の義にて自然の事に候故、如何様高直に候とも無拠、何れも全覚悟にて御年貢相運び候義は当前の事に候得ども、米麦の直段当年の如く高直に罷成り、一牧難渋の儀も稀なる事に候故、格別の御慈悲の御趣意を以て、北方七郡の内においては米上納相調い候村々の外、例年指紙を以て上納相運び候村は八歩通り、有来通り当月二十五日まで上納仕り候様、残り二歩通りの義は来る午二月より四月まで上納仕り候様被仰付候事
但し本元の通り被仰付候得ども、心得方宜しく、身分の甲斐性にて上納皆済仕りたく心得候者は勿論上納為仕り、且つ皆済に相至り申さず候迚も、八歩通りに相拘らず成丈け相納めたく心得の者は是又心得次第上納仕り候様申し聞くべく候
右の通り当年柄につき下々難渋の次第、厚く御評議の上被仰付、就いては下々の者迚も右御趣意を容易く相心得申さず、成丈け出精上納相進め候様相心得させ申したく事に候
猶又御蔵御年貢の義は右の通り被仰付候ては御給人

Some have fallen into debt carryover and are heard to be in extreme hardship. Consequently, regarding the high rice prices, this is a natural occurrence affecting all provinces uniformly, so regardless of how high prices may become, it is unavoidable and expected that everyone should transport their tribute taxes with full resolve. However, since rice and barley prices have reached such high levels as this year, and such widespread hardship is a rare occurrence, by special merciful intention, within the seven northern counties, except for villages that can arrange rice tribute payments, villages that customarily transport their tribute payments with promissory notes should pay eighty percent as usual by the 25th of this month, and the remaining twenty percent should be paid from February to April of next year.
However, although this has been ordered as originally stated, those who have good understanding and, according to their circumstances and ability, wish to complete their tribute payments should naturally make their payments. Even if complete payment cannot be achieved, those who wish to pay as much as possible without being bound to the eighty percent rule may also make payments according to their understanding.
Due to this year's conditions as stated above, the hardships of the common people have been thoroughly deliberated upon before issuing these orders. Therefore, even the common people should not easily assume they understand this intention, but should be made to understand that they should exert themselves as much as possible to advance their tribute payments.
