年貢向等ニ付不心得之願々間敷儀者不申出精々相
速取候様是亦厚可申聞候事
右夫々組村々役人共へ申聞村々役人共ゟ百姓共へ
不洩様厚申聞候事
巳十一月十九日
一此度之御趣意與頭庄屋ヲ始村役人共能奉承知
不申候而ハ小百姓之申聞方難行届事故自而
容易ニ相心得可申然時ハ厚御慈悲も薄相成奉
恐入候 一米指紙共一應之懸りニ而ハ百四五拾目ニ
引上候勢ニ相見候所先日之下落已来格別引上
不申候年柄余國之引合ニ而者百姓共御年貢
運凌安可有之間然上此度之御慈悲可被仰付
事ニも候得ハ猶以上納向此上相速取候様厚可
申聞事
一不都ニ付役人共取替多村柄者其高ニ應シ歩通りニ
割當候事一歩通とハ乍申格別之御趣意重々
相弁成丈皆済成候様相心得申事
現代語訳
年貢関係などについて心得違いの願い事など間違った事柄は申し出ないで、精々相応に取り扱うよう、これもまた厚く申し聞かせるべきことである。
右のそれぞれの組や村々の役人共へ申し聞かせ、村々の役人共から百姓共へ漏れのないよう厚く申し聞かせることである。
己十一月十九日
一、この度の御趣意を与頭・庄屋をはじめ村役人共がよく承知申し上げなければ、小百姓への申し聞かせ方が行き届き難い事情があるので、自ずから容易に心得申すべきである。そうであれば厚い御慈悲も薄くなり、恐れ入ることになる。
一、米の相場なども一応の掛かりでは百四、五十目に引き上げる勢いに見受けられるところ、先日の下落以来、格別に引き上げ申していない年柄で、他国との引き合いでは百姓共の御年貢の運用・凌ぎは安らかであるはずの間、しかも上でこの度の御慈悲をお申し付けいただけることでもあれば、なおいっそう上納関係でこの上相応に取り扱うよう厚く申し聞かせることである。
一、都合が悪いことで役人共の取り替えが多い村柄は、その高に応じて歩通りに割り当てることである。一歩通りとは申すものの、格別の御趣意を重々弁え、成るだけ皆済になるよう心得申すことである。

Regarding tax matters and such, inappropriate petitions and mistaken matters should not be submitted, and [such affairs] should be handled appropriately with utmost care. This also should be thoroughly communicated.

First, regarding this occasion's directive, the group leaders and village headmen, as well as village officials, must properly understand it, otherwise it will be difficult to properly communicate to the small peasants. Therefore, they should naturally understand this easily. If so, the generous mercy would become thin, which would be cause for great concern.
First, regarding rice price tags and such, while it appears they are trending toward an increase of 140-150 monme per standard unit, since the recent decline, there has been no significant increase this year. Compared to other provinces, the peasants should be able to manage their annual tax payments with ease. Moreover, if the merciful directive of this occasion is to be implemented, the collection of tax payments should be handled even more appropriately, and this should be thoroughly communicated.
First, in village areas where there are frequent replacements of officials due to poor management, [taxes] should be allocated proportionally according to their assessed value. Although we speak of proportional allocation, the special directive should be thoroughly understood, and efforts should be made to achieve complete payment as much as possible.
