申事一御物入多御場合殊ニ往古より無之

現代語訳

一、右のようでなければ、百姓第一の役目を忘却することになってしまう。

一、御物入りが多い御場合で、殊に往古より無い御慈悲の御趣意である。米穀が高値とはいうものの、実に心根に徹するほど有難く存じるよう、百姓共への申し聞かせ方が行き届くようにすべきことである。

一、後年もあるべきことではない旨を申し聞かせること。

右のような運びで御文書にお書き加えいただきたく存じること。

一、米四千石
　この総高二万千四百十二石で割り当てれば、歩当たり一分八厘六毛八払い

First, without the above [measures], the peasants would forget their primary duty.

First, this is a time of great expenditure, and particularly an act of mercy unprecedented since ancient times. Although rice and grain prices are high, [the message] should be communicated to the peasants in such a way that they truly feel grateful to the depths of their hearts.

First, [they should be told] that this will not be something that will continue in future years.

I humbly request that such arrangements be added to the official document.
