手紙をもって申し上げます。当冬より三ヶ年の間、三歩半掛けで徴収されることになり、地方役人に下付された面々はその役場において取り立てを行い、算用を遂げる件でございます。石数の大綱は一万七千石程度で、それぞれ別々の掛かりで御年貢同様、年内に精々取り立てる義でございますが、給知年貢一同の件に響き、給人より難渋当惑の旨をもって、行き着く先についてあれこれ申し出ておりますが、大数の歩掛取り立てを引き受けている場合、右の行き着く先にも及びかね、給知の方が自然と手緩になり、未進がいよいよ増え、中には非常に暮らし方に差し支える程度の場合にも至っているかのように聞こえます。また歩掛の中、給人より頻繁に取り立てるようになり、御郡代所よりも歩掛米麦を御年貢同様に頻繁に取り立てては、小百姓共の行き詰まる方向に寄り、不弁の事共が生じる程度も計り難いため、この度の件は御別儀をもって、米は翌年三月切り、麦は八月切りで取り立て候

I hereby inform you by letter. From this winter for three years, a tax rate of 3.5 bu per unit will be collected, and those local officials who have been assigned this duty shall collect it at their respective offices and complete the accounting. The general amount is approximately 17,000 koku in total, with various separate assessments to be collected diligently within the year, similar to regular annual tribute. However, this affects all stipend holders' tribute payments, and stipend recipients have submitted various complaints about their difficulties and troubles regarding where this will lead. Given that we are undertaking the collection of such large amounts in stepped taxes, we cannot adequately address these concerns, and the stipend collection naturally becomes lax, with arrears increasing further. Among them, some have reportedly reached situations where their livelihood is severely affected. Furthermore, frequent collections from stipend holders regarding the stepped taxes have increased, and if the county magistrate's office also frequently collects stepped tax rice and barley in the same manner as regular tribute, it would lead to the impoverishment of small farmers and could result in unforeseeable difficulties. Therefore, for this matter, by special arrangement, rice shall be collected by the March deadline of the following year, and barley by the August deadline.
