大きな数に至ることになります。右様に取り締まりをすれば、もし凶作・飢饉の事態に及んでも、一日一人三合の食料に引き合わせて、年中三分の一を凌ぐ食物を作り出すことができる道理です。したがって、差し迫らない時節からその心構えをしたいものです。奥羽の難渋をお聞き及びになり、御下の者どもが飢えを免れ難いことへの御仁恵をお仰せ出しになったのは、誠にこの上なくもったいなく有り難いことと心得、精々食物の倹約をするよう懇切丁寧に申し聞かせること。
一、右のお仰せ出しにつき、なお一層作物作りを第一に励むべきです。また祈祷・繰り・相撲等の従来あった賑わいを必ず止めるとの御趣意ではありませんが、時宜に応じて相当な義であれば願い出ても差し支えありません。一体この度のお仰せ出しにつき、喧噪にならないよう心得るべきこと。
一、家の普請等の義で分限を過ぎた者は常に慎むべきことですが、人々相応の義であれば差し支えありません。右は諸職人・日雇い稼ぎの者への融通の道ともなるとの義で、心得違いの義がないよう取り計らうべきこと。
