右之件々之通申付候儀者他國之不作津留
等ニ而米麦不融通ニ付来夏秋萬々一郷分
不作等有之候而ハ町人百姓共飯料取續之道大ニ
難渋之場ニも可相至哉前以右之心構有之候ハヽ

飯料乏布場ニ至候而も難渋不仕様倹約ヲ専ニ
仕飯料給延候様ニとの御趣意ニ而一日壱人ニ壱合宛
飯物相減候時者壱家五人之家族ニ而五合宛之
貯出来日ヲ積候得者不少員数御国中ニ而者
現代語訳
右の件々の通り申し付けた件については、他国の不作や津留などによって米麦が流通しないため、来る夏秋に万が一農村部で不作などがあれば、町人・百姓ともに食料の調達が大変困難な事態に至るかもしれない。前もってこのような心構えがあれば、凶作などがあっても迷惑することなく続けていける道理であるとの趣旨で、江戸表からもおおよその御沙汰があり、下々の者を御労いになる厚い御仁恵の御趣意は、誠にもったいないことである。この段をよく心得て、一同に申し諭すよう話を聞いたこと。

別紙で仰せ出された御書付の御意味は、万が一当年の夏秋に不作で食料が不足する事態に至っても難渋しないよう、倹約を専らとし食料を節約するようにとの御趣意で、一日一人につき一合ずつ食べ物を減らす時は、一家五人の家族で五合ずつの蓄えができ、日を積み重ねれば少なくない員数となり、御国中では

The reason for issuing the above orders is that due to poor harvests and trade restrictions in other provinces, rice and barley are not circulating freely. Should there be poor harvests in rural areas next summer and autumn, both townspeople and farmers would face great difficulty in securing food supplies. The principle is that if one has such preparedness in advance, even if there are crop failures, one can continue without hardship. To this effect, general instructions have come from Edo, and this generous benevolent policy of showing concern for the common people is truly a blessing beyond measure. We have been told to understand this point well and explain it to everyone.

The meaning of the written directive issued on separate paper is that even if poor harvests occur this summer and autumn causing food shortages, people should not suffer hardship but should focus on frugality to conserve food supplies. When each person reduces their food by one gō per day, a household of five can save five gō, and when accumulated over days, this becomes a considerable amount. Throughout the domain,
