申間敷仍而者市郷共當五月迄一日一度ハ粥雑 炊相用其餘飯物之義も右ニ相准可成丈倹 約仕候様彼是厚 御仁恵之御趣意當正月被仰出夫々申渡候處 一牧御趣意相守倹約仕候ニ付餘程飯物給延候様 相聞尤之事ニ候随而當夏麦作之儀相應之 出来目ニハ候へ共兎角米麦高直ニ而急ニハ常 年ニ復 (ふくし・カヘル) 不申懸とも候へ者先當時是迄之通飯物 倹約仕諸事心得向相弛不申様可申付旨猶又 被仰付候条組村々役人始小百姓ニ至迄 不相洩様可申聞候事     午五月 別紙之通被仰出候ニ付而ハ 御意味先達而及口達候如く弥以可申専【ママ、聞】事ニ候 就中  奉公日雇等仕候者ハ主人勝手ニ任せ悋懎ニ相流  候様之心得違無之様能々申諭又主人たる

現代語訳

申すまじく、よって市郷共に当五月まで一日一度は粥雑炊を相用い、その余の飯物の義もこれに相准じ、成るだけ倹約いたし候様、あれこれと厚く 御仁恵の御趣意、当正月に仰せ出され、それぞれ申し渡し候ところ、一向に御趣意を相守り倹約いたし候につき、余程飯物が給延候様相聞こえ、もっともなことに候。したがって当夏麦作の儀、相応の出来目には候えども、とかく米麦高直にて、急には常年に復し申さぬ懸とも候えば、先ず当時これまでの通り飯物倹約いたし、諸事心得向相弛み申さぬ様申し付くべき旨、なお又仰せ付けられ候条、組村々役人始め小百姓に至るまで相洩れぬ様申し聞くべく候事 午五月 別紙の通り仰せ出され候につきては、御意味先達て口達に及び候如く、いよいよもって申し聞くべき事に候 就中 奉公日雇等いたし候者は、主人勝手に任せ悋懎に相流れ候様の心得違いこれなき様、よくよく申し諭し、また主人たる

Therefore, both townspeople and villagers should use rice gruel and mixed porridge once a day until this May, and for other food matters as well, they should practice frugality as much as possible in accordance with this, with thorough attention to various matters. Since everyone has faithfully followed these intentions and practiced frugality, we hear that food supplies have been considerably extended, which is most appropriate. Accordingly, while this summer's wheat harvest appears to be reasonably good, rice and wheat prices remain high and are not likely to return quickly to normal levels. Therefore, for now, continue practicing food frugality as before and ensure that attitudes toward various matters do not become lax - this has been ordered once again.
