未納の者があり、掛かりとして子年に申し聞かせた厚い御主意を畢竟忘却しているという次第で、諸郡の模様も何とも不融通なことに事寄せて、上納を調えることができる者まで延引させているため、自然と不納人が多くなり、甚だ如何なることである。これについては、これまで毎年上納を滞りなく運んでいる者の気配に相障り不都合であるため、この度右の不納人共を取りまとめて与頭・庄屋共へ申し付けるので、組切りの受け持ち教諭人共は最寄りの元取組頭・庄屋共と申し談じ、村々の庄屋・五人組共を呼び寄せ、上納延引となっている申請者共に三月十日限りで精々上納を運ぶよう、心得違いの者共へは懇ろに教諭に及び、その上でもとかく不心得をもって上納を運ばない者、または初年以来追々手元が回らず已むを得ず不納をさせている者共について、それぞれ名面並びに上納銀年々滞り員数共を郡中帳面に取りまとめ、元取組頭・庄屋より十六日まで間違いなく御役所へ指し出すべきこと
