近来西洋學盛ニ相成世人新奇ヲ好候処ゟ
僻學好事之輩深く其學不研究もの迄
蘭書ヲ取扱臆断杜撰之翻譯致し
奇説怪論を唱候者侭有之由相聞候畢竟近来
蘭書和解等之儀恣ニ相成候ニ付右体之義
有之如何之事ニ候元来蘭書之儀者翻譯ニよつて
其事柄ヲ解得候事故右様如何之翻譯流布
致し若一図ニ其説をのみ信し候様成心得違
之者も有之候ハヽ向来如何成弊生す間敷とも
難申且醫業抔も同様之事ニ候依之已来者
持渡之蘭書不残之書名長崎奉行處江
為書出奉行處之ゆるしを受候分者世上江
流布致し不苦旨申渡候間向後右書上ニ
洩候蘭書ヲ取扱候歟又ハ私ニ翻譯致し候者
有之ニおゐて者其書者取上當人者急度
可及吟味ニ候右ニ付而者万石已上之西之海岸
守備等心得のため蘭書翻譯為致候向ニも
有之候ハヽ右書名相認一応老中江届置翻譯
出来之上ハ一部天文方役處へ可指出候以上

近頃西洋学が盛んになり、世人が新奇なものを好むところから、
偏った学問を好む者たちが深くその学問を研究もしないのに
蘭書を取り扱い、憶測による杜撰な翻訳をし、
奇説怪論を唱える者がままあると聞いている。結局、近頃
蘭書の和解等の件が勝手気ままになっているので、このような事
があることはいかがなものかと思う。元来蘭書の件は翻訳によって
その事柄を理解することなので、このような如何わしい翻訳が流布
し、もし一途にその説のみを信じるような心得違い
の者もいるならば、将来いかなる弊害が生じないとも
言えないし、また医業なども同様のことである。よって今後は
持ち渡った蘭書の残らずの書名を長崎奉行所へ
書き出すために、奉行所の許可を受けた分は世上へ
流布して差し支えない旨申し渡すので、今後右の書上に
漏れた蘭書を取り扱うか、または私的に翻訳する者
があった場合には、その書は取り上げ、当人は必ず
吟味に及ぶことになる。これについては万石以上の西海岸
守備等の心得のため蘭書翻訳をする向きにも
ある場合には、右の書名を認めて一応老中へ届け置き、翻訳
出来上がった上は一部を天文方役所へ提出すべきである。以上

Recently Western learning has become popular, and as people favor novelties,
those who prefer heterodox learning, without deeply researching such studies,
handle Dutch books and make conjectural and careless translations,
advocating strange theories and bizarre arguments, which we often hear about. Ultimately, recently
the matter of translating Dutch books into Japanese has become arbitrary, so such things
happening is quite problematic. Originally, Dutch books are meant to be
understood through translation, so if such questionable translations are circulated
and there are those who are mistaken in their understanding and believe only in such theories single-mindedly,
we cannot say what harmful effects might arise in the future.
Moreover, medical practice and such are similar matters. Therefore, from now on,
all book titles of Dutch books brought over must be reported to the Nagasaki Magistrate's Office,
and those approved by the magistrate's office may be
circulated to the public without problem. Henceforth, should there be anyone
who handles Dutch books omitted from the above report or privately translates them,
such books will be confiscated and the person in question will definitely
be subject to investigation. Regarding this matter, even those with stipends of over 10,000 koku who translate Dutch books
for the purpose of understanding western coastal defense, etc.,
should record the book titles and report them to the rōjū (senior councilors) first, and
once translation is completed, submit one copy to the Astronomy Office. The above.
