四十一 ○【朱】 諸賑向之儀是迄時々願出候趣ニ應シ承届遣シ 有之処近年違作打續候処ゟいつれも令屈愁 願出も先ハ少相見候得共當年之儀ハ一牧豊穣ニ而 地神祭或ハ寄進等申立願出も多中ニハ名目而已ニ而 村方之費も不顧只管利欲ニ耽候類も有之儀 相聞自然願ニ相振随意不弁之者共役人之申聞 不相用様風聞も有之如何之事ニ候勿論當年 柄村内祝賀之心合を以願出候義ハ其筈之儀尤之 事ニ候得共端々前顕之振合も有之候様相聞不都合 之事ニ候条与頭庄屋郷目付共厚相心得願無ニ相始候ハ 勿論又願出候共願方と不都合之儀等夫々速ニ指留 向後右様之儀無之候様村々役人共始懇ニ申聞且 郷目付時々打廻り心得違之仕成ニ相到り不申様 精々取究可申事      御端書ヲ以松江氏ゟ御申継候事    亥十一月十六日 一来ル十八日手崎村々他国胡乱者かり立  相送り可申事    御端書を以冨永氏ゟ御申継之事

現代語訳

四十一 ○【朱】 諸々の賑わいに関する件について、これまで時々願い出があった趣旨に応じて承知し届け出を受け付けてきたところ、近年は凶作が続いたことから、いずれも困窮し、願い出もまず少なく見受けられたが、今年については一般的に豊作であり、地神祭あるいは寄進等を申し立てて願い出るものも多い。その中には名目だけで、村方の費用も顧みず、ただひたすら利欲にふける類いもあると聞いている。自然と願い出に振り回され、道理をわきまえない者どもが役人の申し聞かせも用いない様子であるという風聞もあり、いかがなものかと思われる。もちろん今年柄、村内の祝賀の心合いをもって願い出る義については、そのとおりの義でもっともなことであるが、端々に前述のような振る舞いもあると聞いており、不都合なことである。よって与頭・庄屋・郷目付ども、厚く心得て、願いもなく始めるのはもちろんのこと、また願い出たとしても、願い方と不都合な義等、それぞれ速やかに指し止め、今後右様なことがないよう、村々の役人ども始め懇切に申し聞かせ、かつ郷目付は時々打ち回り、心得違いの仕業に至らないよう、精々取り究めるべきこと。      御端書をもって松江氏より御申し継ぎの事    亥十一月十六日 一、来る十八日、手崎村々の他国胡乱者を狩り立てて送り出すべきこと    御端書をもって富永氏より御申し継ぎの事

Forty-one ○【Red ink mark】 Regarding various festival matters, we have been accepting petitions and processing applications in response to requests submitted from time to time until now. However, due to consecutive poor harvests in recent years, everyone has fallen into hardship, and petitions have appeared rather few at first. But regarding this year's situation, it has been generally a good harvest, and there are many who apply for earth god festivals or donations. Among these, there are some who act only for appearance's sake, disregarding village expenses and indulging solely in pursuit of profit, as we have heard. Naturally, some become caught up in petitions, and there are rumors that those who lack proper judgment do not heed the instructions of officials, which is quite problematic. Of course, given this year's circumstances, petitions submitted with the village's celebratory spirit are reasonable and appropriate. However, we hear that there are some improper behaviors as mentioned above, which is inappropriate. Therefore, the group leaders, village headmen, and rural inspectors should keep this well in mind. Not only should they refrain from initiating anything without proper petitions, but even when petitions are submitted, they should promptly stop any improper petition methods or inappropriate matters. To ensure such things do not happen in the future, they should kindly instruct village officials and others, and rural inspectors should patrol from time to time to thoroughly investigate and prevent any misconduct due to misunderstanding.
