江戸京定府并勤番者御咎
一於江戸表定府侍中遠慮閉門被仰付候節ハ親類縁者等無之儀も間々有之候ニ付
相番之内或ハ心易者通路相願候得ハ壱人ニ而ハ勤向繁き江戸表之儀ニ付明和三四
年之頃ゟ両人ツヽ通路相願被仰付候事猶通路之部可見合
一京江戸江定府之者御咎ニ而妻子此方へ罷帰候節ハ一類之者へ帰着日限相尋組之者町
端迄遠見ニ差出置筈御家老中へも依時宜可相伺事
一享保十六亥十一月廿四日京都御留守居寺沢勘左衛門此表へ忰共同道ニ而被召呼御役御取揚遠慮被
仰付候処奉行中へ御用ニ付致対談度旨申達御奉行共対談且又町家借宅ニ而遠慮仕候儀幷
借宅之家主商売不及遠慮右ハ本町織問屋庄助与申者方ニ罷在候事尤通路之儀ハ坂
井久作相願致通路候右勘左衛門跡役河村源五右衛門へ被仰付源五右衛門儀京都勤方之儀不案内ニ可有之
候間勘左衛門借宅へ参御用申送等可承旨采女方御目付へ被申聞尤源五右衛門罷越候度々御目付へ
相達候様其節御徒目付ハ不及差添旨御奉行ゟ御用ニ付小算差遣候節ハ御徒目付差添遣
候様伺之上極ル十二月十九日与三左衛門方被申聞候ハ寺沢勘左衛門京都へ残置候妻子共坂井久作依願
近々之内此表へ可致着ニ付直ニ勘左衛門借宅へ為落着申度旨久作御番頭中根靱負を以相願
願之通被仰付候乍然右之者共着之砌先達而御目付方へ致案内其上落着候様可為致旨靱負へ
被申聞候間左様相心得案内次第組之者等差越借宅之儀ニも候間諸事〆り可申付旨被申聞候
但勘左衛門妻子共之儀烏丸様へ河村源五右衛門配慮ニ而相願柳ケ瀬御関所通手形烏丸様ゟ出ル
然ル処十二月廿五日妻子未た到着不致内勘左衛門遠慮御免拝知之内五拾石被減大御番へ被入右ニ付
妻子到着之節組之者〆りとして不及遣旨御家老中被申聞候且又右御免被仰渡候ニ付勘左衛門儀与三左衛門

現代語訳
江戸・京都定府並びに勤番者への処罰
一、江戸表での定府侍中で遠慮・閉門を仰せ付けられた際は、親類・縁者等がいない場合も間々あるため、相番の内または心安い者の通路を願い出れば、一人では勤向きが繁忙な江戸表の事情により、明和三、四年頃から二人ずつの通路を願い出ることが仰せ付けられた。なお通路の部を参照すること。
一、京都・江戸へ定府の者が処罰により妻子がこちらへ帰参する際は、一族の者へ帰着日限を尋ね、組の者を町端まで遠見に差し出しておく筈。御家老中へも時宜により伺うべきこと。
一、享保十六年十一月二十四日、京都御留守居寺沢勘左衛門が、この表へ子息共同道で召し呼ばれ、御役御取り上げ・遠慮を仰せ付けられたところ、奉行中へ御用につき対談したい旨申し達し、御奉行共対談、また町家借宅にて遠慮することおよび借宅の家主商売は遠慮に及ばず。これは本町織問屋庄助という者の方に罷り在ったこと。もっとも通路のことは坂井久作が相願い通路を行った。右勘左衛門の跡役は河村源五右衛門へ仰せ付けられ、源五右衛門は京都勤方のことに不案内であろうから、勘左衛門借宅へ参り御用申し送り等を承る旨、采女方御目付へ申し聞かされた。もっとも源五右衛門が罷り越す度々御目付へ相達するよう、その節御徒目付は差し添えるに及ばない旨。御奉行より御用につき小者を差し遣わす節は御徒目付差し添え遣わすよう伺いの上決められた。
十二月十九日、与三左衛門方より申し聞かされたのは、寺沢勘左衛門が京都へ残し置いた妻子共を坂井久作の願いにより近々のうちにこの表へ到着させるため、直に勘左衛門借宅へ落ち着かせたい旨、久作が御番頭中根靱負を以て相願い、願いの通り仰せ付けられた。しかしながら右の者共到着の砌、先達て御目付方へ案内し、その上で落着するよう為すべき旨、靱負へ申し聞かされたから、左様に心得、案内次第組の者等差し越し、借宅のことでもあるから諸事締まりを申し付けるべき旨申し聞かされた。
ただし勘左衛門妻子共のことは烏丸様へ河村源五右衛門配慮にて相願い、柳ヶ瀬御関所通手形は烏丸様より出された。
然るところ十二月二十五日、妻子未だ到着しないうちに勘左衛門遠慮御免、拝知のうち五十石を減じられ大御番へ入れられた。これにより妻子到着の節、組の者を締まりとして遣わすに及ばない旨御家老中より申し聞かされた。また右御免を仰せ渡されたにより、勘左衛門を与三左衛門方宅へ御呼び出し、跡借宅は暮れのことであるから坂井久作が罷り越し火の元等申し付けるのがよろしい旨、久作へ知らせ遣わすべき旨により、その

Punishments for Edo and Kyoto Permanent Residents and Duty Officers
1. When permanent resident samurai in Edo are ordered to observe house confinement, there are often cases where they have no relatives or connections. Therefore, if they request passage for colleagues or trusted persons, considering that one person alone would face heavy duties in busy Edo, from around Meiwa 3-4 (1766-1767), permission has been granted for two people at a time to request passage. Refer to the passage section for details.
1. When those permanently stationed in Kyoto or Edo have their wives and children return here due to punishment, the return date should be inquired of family members, and group members should be sent to the town outskirts for observation. This should also be reported to the Senior Councilors as deemed appropriate.
1. On the 24th day of the 11th month of Kyōhō 16 (1731), Kyoto deputy Terasawa Kanzaemon was summoned here with his sons, had his position stripped, and was ordered into house confinement. He requested to meet with the magistrates on official business, and the magistrates agreed to meet with him. Also, his house confinement in a rented townhouse and the landlord's business were not subject to confinement restrictions. This was at the place of a textile wholesaler named Shōsuke in Honmachi. For passage matters, Sakai Kyūsaku made the request and handled the passage. Terasawa Kanzaemon's successor position was assigned to Kawamura Gengorōemon. Since Gengorōemon would be unfamiliar with Kyoto duties, he was told through the Uneme-gata inspector that he should visit Kanzaemon's rental residence to receive instructions on official duties. When Gengorōemon made his visits, he should report to the inspector each time, and foot inspectors need not accompany him on such occasions. When the magistrate sends a servant on official business, a foot inspector should accompany them, as determined after consultation.
On the 19th day of the 12th month, it was reported through Yosanzaemon that Terasawa Kanzaemon's wife and children, who had remained in Kyoto, would arrive here soon at Sakai Kyūsaku's request, and he wished them to settle immediately at Kanzaemon's rental residence. Kyūsaku made this request through Guard Captain Nakane Yukie, and it was approved as requested. However, when these people arrive, they should first notify the inspector's office and then settle in, as told to Yukie. With this understanding, group members should be sent upon notification, and since it involves a rental residence, proper security should be arranged.
Note that regarding Kanzaemon's wife and children, Kawamura Gengorōemon made arrangements with Lord Karasumaru, and travel permits through Yanagase checkpoint were issued by Lord Karasumaru.
However, on the 25th day of the 12th month, before the wife and children had arrived, Kanzaemon's house confinement was lifted, fifty koku were deducted from his stipend, and he was assigned to the Great Guard unit. Consequently, the Senior Councilors announced that there was no need to send group members for security when his wife and children arrived. Also, since this pardon was announced, Kanzaemon was summoned to Yosanzaemon's residence, and since the rental residence matter was at year's end, it would be appropriate for Sakai Kyūsaku to go and arrange for fire watch and other matters, so this should be communicated to Kyūsaku, and therefore...
