私領分信州飯山当三月廿四日夜大地震ニ而城内住居向櫓門
石垣其外数ケ所潰破損且家中并城下丁領内一流
潰出火山崩田畑荒所其上去月十三日夜千曲川俄ニ
出水ニ而多分之水損ニ御座候趣ハ先達而追々御届申上候
通ニ御座候就而ハ城内外郷中都而普請手当等在所詰役
人共え申付遣候処早速夫々え為差図候趣ニハ御座候へ共何分
此度之変事ハ一流多分之死失怪我人馬数多ニ而普請
農業之精力届兼領内必至と窮迫之趣ニ而在所役人共
何も当惑之趣申越甚以心痛仕候依之在所へ罷越自身
差図ヲも仕候者普請并村々救方手段も可在御座且は
一流農事精力ヲ尽候様ニも相成可申候間来ル六月御暇
可被下時節ニハ御座候へ共何卒此節在所へ御暇被下候様仕度

私の領分である信州飯山において、当三月廿四日夜の大地震により、城内の住居向き、櫓、門、石垣、その外数ヶ所が潰れ破損し、かつ家中並びに城下町、領内一帯で潰れ、出火、山崩れ、田畑の荒廃地となり、その上先月十三日夜に千曲川が俄かに出水して多分の水損でございました。趣は先達て追々お届け申し上げました通りでございます。つきましては城内外、郷中すべて普請手当等を在所詰めの役人共へ申し付け遣わしたところ、早速それぞれへ指図するためでございますが、何分この度の変事は一帯多分の死傷、怪我人、馬数多で、普請・農業の精力が届きかね、領内必至と窮迫の趣で、在所役人共も何も当惑の趣申し越し、甚だもって心痛しております。これにより在所へ罷り越し、自身で指図をもしたならば、普請並びに村々救済の手段もございましょうし、また一帯の農事に精力を尽くすようにも相成ることと存じますので、来る六月にお暇を下されるべき時節ではございますが、何卒この節在所へお暇を下され候よう仕たく、この段お願い申し上げ候。以上

Request for leave to return to domain May 23rd delivered by Fukao Kogenta
In my domain of Iiyama in Shinano Province, due to the great earthquake on the night of March 24th of this year, the residential quarters within the castle, turrets, gates, stone walls, and numerous other locations collapsed and were damaged. Moreover, throughout the samurai residences, castle town, and the entire domain there was destruction, fires, landslides, and fields and paddies became wasteland. Furthermore, on the night of the 13th of last month, the Chikuma River suddenly flooded, causing extensive water damage. The details are as I have previously reported step by step. Regarding this matter, I have ordered the officials stationed in my domain to handle reconstruction work both inside and outside the castle and throughout the countryside, and they are to quickly provide instructions to each area. However, this disaster has resulted in numerous deaths and injuries throughout the region, with many people and horses affected, making it difficult to provide adequate manpower for reconstruction and agriculture. The domain is facing inevitable severe hardship, and the local officials have all expressed their bewilderment, causing me great distress. Therefore, if I were to go to my domain and provide direct instructions myself, there would be means for reconstruction and village relief efforts, and it would also enable us to devote full effort to agricultural work throughout the region. Although June is the proper time for me to receive leave, I earnestly request that I be granted leave to return to my domain at this time. I humbly submit this request. The above.
