しのぶはならひ也ましてや王道おと
ろへて君一身の御上ならず天下万
民の為なれば昔のよき世を忍ぶ
とするにもなをあまりある今
の世のうたてみよと也百敷は内
裡百官の座せきを云なり
しのぶとは昔をしたふことにて夫に
しのぶ草をそへ給へり

この歌の心は、王道が衰退していくことを嘆いておられる意味である。末世になれば昔を偲ぶのは常のことである。まして王道が衰えて、君主一身の御身の上のことではなく、天下万民のためであるから、昔の良い世を偲ぼうとするにも、なお余りある今の世の情けなさよということである。百敷は内裏で百官が座席に座ることを言うのである。
忍ぶとは昔を慕うことで、それにしのぶ草を添えておられる。

The heart of this poem expresses lamentation over the decline of the imperial way of governance. In these latter days, it is natural to long for the past. Moreover, since the imperial way has weakened, this concerns not just the sovereign's personal circumstances but the welfare of all people under heaven. Even when trying to remember the good old days, there is still too much to lament about the present pitiful state of the world. "Momoshiki" refers to the Imperial Palace where the hundred court officials take their seats.
"Shinobu" means to yearn for the past, and here it is combined with the shinobu fern plant.
