の温泉（おんせん）涌出（ゆじゆつ）してより以来（このかた）年（とし）既（すで）に久（ひさ）し《ルビ：古□｜ここん》
此｜源（みなもと）をうがつて見るものなし今幸（いまさいわひ）に我（わ）が領（りやう）する
地（ち）なり是をうがち見むといふ居民（きよみん）いわくわれ
聞（きく）此｜温泉（おんせん）は往昔（そのかみ）仏神（ぶつじん）海底（かいてい）より此所へ祈（いの）り
かふとなり唯（たゞ）ねがわくはほりうがつ事（こと）を
やめたまへといふ国司｜不（す）＿レ信（しんぜ）則（すなはち）｜湯坅（たうぎん）
をほりうかつ朱鳥（しゆちよう）出て飛（とび）さりぬそこは

現代語訳
の温泉が湧き出してより以来、年はすでに久しく、古今にわたってこの源を掘って調べた者はいない。今幸いに我が治める地であるから、これを掘って調べてみようと言った。居民は言うには「我々が聞くところでは、この温泉はその昔、仏神が海の底からこの地へ祈り移したものだという。どうかお願いですから、掘り調べることをおやめください」と言った。しかし国司はこれを信じず、すなわち湯坑を掘り始めた。すると朱鳥（赤い鳥）が飛び出て、飛び去ってしまった。そこは内裏にまで達するかと思われるほど深く、滑石が敷き詰められており、坑の中はくぼみだらけで、多くの穴は蓮の花房を見るようであった。これによって国司は「これはまことに仏の力と神の意思のなせる業である」と思い、恐れをなして、元のごとく埋め戻したと言い伝えられている。湯煙は万歳まで至り祝い申し上げます。

...the hot springs have been gushing forth for many years now, and throughout all ages, no one has ever excavated and examined their source. As this land is now fortunately under my governance, I intend to excavate and investigate it." The residents said: "As we have heard, these hot springs were in ancient times transferred here from the bottom of the sea through the prayers of the Buddha and the gods. We humbly ask that you please refrain from excavating." However, the provincial governor did not believe this, and proceeded to dig into the hot spring pit. A crimson bird then flew out and departed. The excavation reached what seemed to be a profound depth, as deep as the Imperial Palace itself, with smooth stones laid out, the pit filled with hollows and depressions, and the many holes resembling the seed-chambers of a lotus flower. Witnessing this, the provincial governor thought: "This is truly the work of the power of the Buddha and the will of the gods," and, filled with awe and reverence, had it all filled back in as it was before, so it is said. May the hot spring steam rise forever — offered with the utmost celebration and reverence.
