臭気が滞留して人の呼吸を害し、その他入浴が不規則で一日二十回に至る。中でも草津村の内熱の湯のようなところでは、百三十四度の熱泉をまず頭上に注ぐこと一分半、次に顔面一部に注ぎ、最後に全身を綿で巻いて三、四十名が一斉に浴槽に沈み、その熱さに耐えること三分半から四分に至って出浴する。そのため全身がたちまち紫黒色に変わる。この数名の者は体格の強弱が異なり、衰弱し痩せ細った者はその時間に耐えられず卒倒し、あるいは熱泉が過度になって瞼内に滴り落ち、角膜が変質する。その強壮な者も頭部や顔面が黒色に変わり、表皮が剥がれ落ち、脇の下や股間が腐爛し膿んで潰瘍となり、道路上で一目見ただけでその熱泉の客であることが分かる。その効験に至っては更に曖昧である。その他健康を害する件々もあるので、どうか速やかにその筋に申し立て、入湯の規則を設け、かつ病室や道路等について土地の人に申し付けて深く注意するよう致したい。この件について別紙を添えて申し上げる。

The stagnant odors harm people's breathing, and bathing is irregular, reaching up to twenty times per day. Particularly at places like the Nainetsu-no-yu (Inner Heat Springs) in Kusatsu Village, where the hot spring water reaches 134 degrees, bathers first pour the hot water over their heads for one and a half minutes, then pour it over parts of their faces, and finally wrap their entire bodies in cotton cloth. Thirty to forty people simultaneously submerge in the bathing pool, enduring the heat for three and a half to four minutes before exiting. As a result, their entire bodies immediately turn purple-black in color. Among these people, whose physical constitution varies in strength, those who are weak and emaciated cannot endure the duration and collapse, or the excessively hot spring water drips into their eyelids, causing corneal deterioration. Even the robust ones have their heads and faces turn black, with skin peeling off, and their armpits and groin areas becoming putrid, suppurating, and ulcerated. One can tell at a glance on the streets that they are hot spring customers. As for the therapeutic effects, they remain entirely vague. Since there are various other matters that harm health, I would like to promptly appeal to the appropriate authorities to establish bathing regulations and have local people pay close attention to matters concerning patient quarters and roads.
