一、八月十一日 評定所において御家中御借米の件について、左の通り書付を以て月番御家老稲葉采女が諸月番へ申し渡した。
御勝手（藩の財政）は近年打ち続き御物入が多く、殊に当年末はますます御難儀の事情であるため、御家中の拝知御擬作の内、末々まで別紙目録の通り当年末より三年の内、御借米を仰せ出される。御家中の件も勝手困窮で難儀の段が相聞こえるため、何とか対処法があるかと色々御相談に及んだが、他に御才覚の件も必至のこととして調わず、対処法がないため、右の通り仰せ出すこととなった。御勝手の模様次第、三年の間において可能な程度、少々ずつでも御指許可能な件であるから、万事艱難を乗り切り、取り続き御奉公を相勤めるよう仰せ出されるため、面々その意を得るべきである。

1. 11th day of 8th month: At the council chamber (hyōjōsho), regarding the matter of rice loans for retainers, the following directive was issued through a written notice by the monthly duty senior councilor Inaba Uneme to all monthly duty officials.
The domain's finances have been continuously strained in recent years with many expenditures, and especially this year-end will be extremely difficult. Therefore, rice loans are hereby ordered for all retainers from their stipends and allocated rice, from the lowest ranks up, as listed in the separate register, for a period of three years starting from this year-end. Since it has been reported that the retainers are also suffering financial hardship, various consultations were held to find some solution, but as no other financial expedients could be arranged and no alternative measures were available, this directive is hereby issued. Depending on the state of the domain's finances, gradual repayment will be permitted to whatever extent possible during the three-year period. Since all must endure these hardships and continue faithful service, everyone should understand this intention.
