拝借被 仰付被下度左にて無之候ては迚も相続筋
ハ無之万一此上難渋二迫り心得違之人気立候様相成候而者
恐入深心配仕候義ニ御座候支配所村々之者共儀昨年来
同国他之支配ニ無之御国恩を崇め増米上納相願実心之民
共穴敷退転為致候段歎敷奉存候御仁恵之御沙汰ヲ以
永賦拝借被成下候様仕度奉存候然上者右拝借金高
村々に応し割賦借し渡年賦返納之儀者別紙を以追
而為相伺候様可仕候間早速伺之通拝借被 仰付御下ケ
金被成下候様仕度奉存候依之災害村々一村限帳面壱冊

損等之儀者いまた相知不申委細之義ハ追而可申上
候得共大地震後猶又右様之出水故不取敢先此段

拝借をお命じくださいますよう願い上げます。これなくしては到底継続することは不可能で、万一この上困窮に迫られ、心得違いの人心が立つような状況になってしまっては恐れ入り、深く心配している次第でございます。支配所村々の者どもは、昨年来同国他の支配地にはない御国恩を崇めて増米上納を願い出た真心の民でありますが、哀れにも退転をしてしまう段は嘆かわしく存じております。御仁恵のお沙汰をもって永年賦での拝借をお認めくださいますよう願い上げます。その上で、右拝借金高を村々に応じて割り当て、貸し渡し、年賦返納の件については別紙をもって追って伺いを立てるつもりでございますので、早速伺いの通り拝借をお命じになり、御下賜金をくださいますよう願い上げます。これにより災害村々一村限りの帳面一冊を添えて、この段お伺い申し上げます。以上

私領分信州水内郡にて当月十三日亥の刻過ぎに千曲川が俄かに出水し、翌十四日六時頃定水より一丈三尺増水し、川沿いの村々の田畑に水が押し入りましたが、昼過ぎから追々落水となりました。もっとも城内ならびに家中方面へは浸水しませんでしたが、人馬の怪我、田畑の損失、村方の破損等の件についてはまだ詳細がわかりません。委細については追って申し上げますが、大地震の後にまたこのような出水があったため、取り急ぎまずこの段をお届け申し上げます。

The people of the villages under our jurisdiction are sincere subjects who, unlike other jurisdictions in the same province, have revered the national benevolence since last year and requested to pay additional rice taxes, but it is lamentable that they are pitifully facing ruin and abandonment. We humbly request that you grant a long-term installment loan through your benevolent decree. Upon this, we will allocate the loan amount according to each village's needs, distribute it as loans, and regarding the matter of annual installment repayment, we will submit a separate inquiry document later. Therefore, we humbly request that you quickly grant the loan as requested and provide the funds. In my domain territory of Minochi District in Shinano Province, on the 13th of this month after the hour of the Boar, the Chikuma River suddenly flooded. On the following 14th around 6 o'clock, the water rose 1 jō 3 shaku above normal level, and water rushed into the rice fields and farmlands of villages along the river. However, from after noon onwards, the water gradually receded. Although the castle grounds and samurai residential areas were not flooded, details regarding injuries to people and horses, damage to rice fields and farmlands, and damage to village facilities are not yet known. While I will report the details later, since this flooding occurred after the great earthquake, I am reporting this matter urgently first.
