中水内高井両郡とも大地震痛強捨置候而者皆潰亡所ニ
相成候村々多人命ニ拘り末々御収納御国益を失ひ不
容易儀迚も御救不被下置候而者何共可仕様無御座候且
右大地震にて北国往還丹波島村渡船場凡弐里半程
川上真田信濃守領分平林村地内虚空蔵山凡二十町
之所山崩犀川江押出し埋立川中ヲ〆切候間流水を堰
留水湛当時川上村々水開候得共湛溜切候ハヽ自然と押埋候〆切場所水力ニ而押崩し可申其節如何様之洪水ニ可相
成哉気遣敷支配所千曲川縁村々為心得申越候由信濃守
家来ゟ懸合有之右故当時千曲川平水より七八尺減水
致し居川筋村々致心配山添高場立退切開候ハヽ如何
可有之存数日之湛水を一時二押流し候ハゝ又候水災之
異変出来可申と殊之外人気不穏心配仕候儀ニ御座候前
書申上候災害難渋之次第篤と御賢察被下置相続方
并自普請所用水路大破ニ付金弐千五百両右之村々江

右の件は当三月二十四日夜の大地震により、私の代官所当分預かり所である信濃国高井郡水内郡の村々において発生したものです。
以下、前文に記載の高木清左衛門届書と同文のため中略
とりわけ水内・高井両郡とも大地震の被害が甚大で、放置すれば皆潰滅する所となる村々が多く、人命に関わり、将来の年貢収納や国益を失うことになる重大な事態のため、何としても御救済をいただかなければどうにもなりません。また、右の大地震により北国街道の丹波島村渡船場から凡そ二里半ほど川上にある真田信濃守領分の平林村地内虚空蔵山の凡そ二十町ほどの所で山崩れが起こり、犀川へ押し出して埋め立て、川中を堰き止めたため流水を堰き留め、水が溜まって現在川上の村々は水に浸かっています。しかし、溜まった水が決壊すれば、自然と押し埋められた堰き止め箇所が水力で押し崩されるでしょう。その際にどのような洪水になるか心配なので、支配所の千曲川沿いの村々へ心得として申し越したところ、信濃守の家来から連絡がありました。そのため現在千曲川は平水より七八尺減水しており、川筋の村々は心配して山沿いの高い場所に立ち退いています。決壊すればどうなるかわからず、数日間の溜まり水を一時に押し流すことになれば、また別の水害の異変が起こるでしょうと、殊の外人心が穏やかでなく心配している状況でございます。前文で申し上げた災害困窮の次第をよくお考えいただき、継続のための資金ならびに自普請所用水路の大破につき金二千五百両を右の村々へ

The above occurred due to the great earthquake on the night of the 24th of this third month in the villages of Takai and Minochi districts of Shinano Province, which are under my magistrate's office temporary custody.

Particularly in both Minochi and Takai districts, the earthquake damage was so severe that if left unattended, many villages would become completely ruined, affecting human lives and causing the loss of future tax collection and national benefits. This is such a serious matter that relief must be provided at all costs, or there will be no solution. Moreover, due to this earthquake, at Mount Kokūzō in Hirabayashi village within the domain of Sanada Shinano-no-kami, approximately 2.5 ri upstream from the ferry crossing at Tanbashima village on the Hokurikudō highway, a landslide occurred over an area of about 20 chō. This slid into the Sai River, filling it up and blocking the river channel, causing water to be dammed up. Currently, the upstream villages are flooded. However, if this accumulated water breaks through, the naturally buried dam site will be washed away by water pressure. We are concerned about what kind of flood this might cause, so we informed the villages along the Chikuma River in our jurisdiction as a precaution, and received contact from Shinano-no-kami's retainers about this matter. Due to this, the Chikuma River is currently 7-8 shaku lower than normal water level, and villages along the river are worried and have evacuated to higher ground in the mountains. We don't know what will happen if the dam breaks, and if several days' worth of accumulated water is suddenly released, it will cause another water disaster. People are extremely anxious and worried about this situation. Please carefully consider the disaster and hardship situation described above, and provide 2,500 ryō of gold for continuation funds and for the major damage to irrigation channels for self-repair to these villages.
