脇往還川田宿福島宿之三宿前条之次第ニ而人馬継立出来
兼候且又川辺之村々米穀之儀者山手村々江相退移候様
兼而申付置候得共其外近辺近辺村々仮令水押来候とも流失
者致間敷と心得棚相拵候而上置候穀物家居一同流失致
し候も不少右ニ付村々為救方所々江役人差出食物炊出
し并小屋掛等手当等申付候殊ニ川中島村々江犀川より
引取候用水之堰三筋外ニ壱ケ所之水門跡形も無之押埋
候付呑水一切無之救方喰物炊出し候儀も場所二より
三拾町程之遠方より水運ひ候儀ニ御座候畢竟前条之堤普
請之儀も右様之儀無之様二仕度急難之防ニ付地震に
て家居震潰候村々之者迄申渡を不相待日々出精築
立候其甲斐も無之一時ニ破損致候付家居流失水冠り等二

呑水ハ勿論眼前之苗代水引方堰普請も早速行届申間

現代語訳
脇往還の川田宿、福島宿の三宿は前述の次第で人馬の継立てができません。また川辺の村々の米穀については、山手の村々に避難移送するよう予め申し付けておりましたが、その他近辺の村々では、たとえ水が押し寄せてきても流失はしないだろうと考え、棚を作って上に置いていた穀物や家屋が一同に流失した箇所も少なくありません。これにより村々の救済のため各所に役人を派遣し、食物の炊き出しや小屋掛け等の手当てを申し付けました。特に川中島の村々では、犀川より引き取っていた用水の堰三筋の外に一ヶ所の水門が跡形もなく押し埋められてしまったため、飲み水が一切なく、救済のための食物の炊き出しをするにも、場所によっては三十町程の遠方より水を運ぶ状況でございます。
結局、前述の堤防工事についても、このような事態がないようにしたいと応急の防御のため、地震で家屋が倒壊した村々の者まで申し渡しを待たずに日々出精して築き立てましたが、その甲斐もなく一時に破損してしまったため、家屋流失や水害等になった者どもは言うまでもなく、一統して途方に暮れております。日用の飲み水はもちろん、目前の苗代への水引きや堰の工事も早速には行き届かず、必至の差し障りとなり、人心が不穏で甚だ案じられます。
専ら手当て方を申し付けておりますが、城内をはじめ家中屋敷の破損、城下領分村々の潰れ家、死失人が夥しく、田畑道路の地割れ、床違い、あるいは山抜けや地すべり等の大変災に打ち続いて、この度の大水の患い、また今でも鳴動が震まり止まず、何とも気遣わしい次第で、甚だもって心痛いたしております。詳細については追々調べて申し上げますが、なおこの段、まず御届け申し上げます。

The three post stations of Kawada-juku and Fukushima-juku on the secondary highway cannot provide relay horses and porters due to the aforementioned circumstances. Regarding rice and grain in riverside villages, we had previously ordered their evacuation and transport to mountain villages, but in other nearby villages, believing that even if water came rushing in, there would be no loss, they had constructed shelves and stored grain and houses on them—not a few of these were all swept away together.
Due to this, we dispatched officials to various locations for village relief, ordering food distribution and the construction of temporary shelters. Particularly in the Kawanakajima villages, three irrigation weirs that drew water from the Sai River, plus one water gate at another location, were completely buried without a trace. With no drinking water available whatsoever, even for cooking relief food, water must be carried from distant locations—some as far as thirty chō away.
Ultimately, regarding the aforementioned embankment construction, wanting to prevent such situations and for emergency defense, even people from villages whose houses had collapsed in the earthquake worked diligently day after day building up the defenses without waiting for orders. However, all this effort was in vain as everything was destroyed in an instant. Those who suffered house loss, flooding, and other damages are naturally at a complete loss, and everyone is in despair. Not only daily drinking water but also the immediate tasks of drawing water to rice seedling beds and weir construction cannot be promptly accomplished, creating inevitable obstacles and causing great unrest among the people, which is extremely worrying.
We are focusing on relief efforts, but with damage to the castle interior and samurai residences, countless collapsed houses and casualties in the castle town and domain villages, ground fissures in fields and roads, floor displacement, mountain collapses and landslides—these great disasters continue, along with this flood disaster. Moreover, the rumbling and shaking still do not cease, creating an extremely worrisome situation that causes us great anguish. We will investigate and report details in due course, but for now, we first submit this report.
