  戸表之儀ハ公辺御勤之儀御大事之儀ニ候へハ万事引受御省略筋心配候様被  仰付候尤右等之儀不容易事共且又兼而御預所御拝借之御頼も有之候へハ  公辺向御不都合ニ相成候而ハ不相済候間其意を相心得前後不相障様  厚心配勘弁可有之事第一ニ候将又年来功者ニ被相勤事ニ候へハ御役向之  外心付候儀も無遠慮其役向へ申談御省略出来候様ニとの御事ニ候猶又  委細海福瀬左衛門相含致出府候間此度之御趣意幾重ニも厚可被申  談候       九月十六日 一文政十一子年              町奉行  ○町方之儀年々令困窮身元之者共之内ニも追々及零落候も有之趣相聞御不便ニ   思召候元来渡世之心得方不宜其上商売之利潤を不量して衣食住を始次第ニ   奢ニ長し候ゟ其職業を失ひ候事ニ候前々ゟ度々倹約之儀被仰出候得共年を経候ニ   随ひ相弛候ニ付此度格別之御憐愍を以〆り方厳重相守候様別紙之通被仰出候右ハ   町人共身上不及破滅成立候様ニとの事ニ候へは心得違無之銘々其職業を不怠相励可申   事肝要ニ候別而頭立たる者分限相守小商人共身を持立候様常々心を用可加異   見事ニ候        別紙  一諸事可成丈御国産物相用可申事尤衣服之儀布木綿相用女たり《見せ消ち:共|と》いふ共御家   中ニ准シ不相応之衣類無用ニ候且又祝事并仏事等随分事軽ニ取扱可申事  一是迄持来候家作不破損様可加修理儀ハ勿論之事候へ共新規之家作栄耀之普請等堅無用之事  一近年飲食之商店次第ニ相増繁昌之姿相見候へ共風俗之衰弊甚不宜儀   ニ付追々相止候様可致事

現代語訳

戸表の儀は公辺での御勤めの儀で、ご大事な儀ですので、万事引き受けて御省略筋を心配するよう仰せ付けられます。もっとも、そのような儀は容易でない事共で、また兼ねてより御預所御拝借のお頼みもありますので、公辺向きでご不都合になってはすまない間、その意を心得て前後に障りがないよう厚く心配し勘弁すべきことが第一です。また年来功者にお勤めのことですので、御役向きの外で心付く儀も遠慮なくその役向きへ申し談じて御省略ができるようにとのお事です。なお詳細については海福瀬左衛門が含んで出府いたしますので、この度の御趣意について幾重にも厚く申し談じられるべきです。       九月十六日 一、文政十一子年               町奉行 ○町方の儀、年々困窮し、身元の者共の内にも追々零落に及ぶ者もある趣を聞き、ご不便にお思いになられます。元来渡世の心得方がよろしくなく、その上商売の利潤を量らずして衣食住をはじめ次第に奢りに長じたことから、その職業を失ったことです。前々より度々倹約の儀を仰せ出されましたが、年を経るに随って緩んだため、この度格別のご憐愍をもって締まり方を厳重に守るよう別紙の通り仰せ出されます。これは町人共の身上が破滅に及ばず成り立つようにとのことですので、心得違いなく銘々その職業を怠らず相励むべきことが肝要です。別けて頭立つ者は分限を守り、小商人共が身を持ち立てるよう常々心を用い異見を加えるべき事です。        別紙 一、諸事なるべく限り御国産物を相用いるべきこと。もっとも衣服の儀は布木綿を相用い、女たちといえども御家中に准じ不相応の衣類は無用です。また祝事並びに仏事等は随分事軽に取り扱うべきこと 一、これまで持来った家作が破損しないよう修理を加えるべき儀はもちろんのことですが、新規の家作や栄耀の普請等は堅く無用のこと 一、近年飲食の商店が次第に相増し繁昌の姿が見えますが、風俗の衰弊甚だよろしくない儀につき、追々相止めるようにすべきこと

Also, since you have served meritoriously for years, regarding matters outside official duties that come to your attention, you should discuss them without reserve with the relevant officials to achieve economies. Furthermore, regarding details, Kaifuku Sazaemon will come to Edo with full knowledge of the situation, so this policy should be thoroughly discussed repeatedly.       September 16th 1. Bunsei 11, Year of the Child (1828)               Town Magistrate ○Regarding town affairs, we hear that poverty increases yearly, and among the townspeople, some are gradually falling into destitution, which is viewed with concern. Originally, their understanding of making a living is poor, and moreover, without considering the profits of their commerce, they have gradually grown extravagant in clothing, food, and housing, leading to the loss of their occupations. Although orders for frugality have been issued repeatedly from before, these have slackened over the years, so this time with special compassion, strict adherence to restraint is ordered as per the attached document. This is so that the townspeople's livelihoods do not fall into ruin but can be sustained, so it is essential that each person understand correctly and diligently pursue their occupation without neglect. Especially, leading figures should observe their proper station and constantly take care to provide guidance so that small merchants can maintain their livelihoods.        Attached Document 1. In all matters, domain products should be used as much as possible. Particularly regarding clothing, cotton cloth should be used, and even for women, inappropriate clothing beyond what befits the samurai class is forbidden. Also, celebrations and Buddhist ceremonies should be conducted as simply as possible. 1. While it goes without saying that existing houses should be repaired to prevent damage, new construction and luxurious building projects are strictly forbidden. 1. In recent years, food and drink establishments have gradually increased and appear prosperous, but this represents a very undesirable decline in public morals, so these should gradually be discontinued.
