然と難渋ニ落入畢竟酒造いたす程之身柄を以時節を不弁心得違之事ニ候
依之相対売買之儀堅御差留被成追而酒造御免被成候節ハ元米之分上ゟ御払
被成下筈候間内分酒造米買置候者ハ早速致破談候様可被申付候右体追々被
仰出候趣万一此後相背者於有之ハ売買人双方共追放之上家財闕所ニ可被
仰付候間此段支配下可被相触候
○米価無類之高直ニ付貧民共餓死体候も可及程之折柄此上米穀他領他国へ
相洩候へハ尚又直段高価ニ相成弥増難渋可致儀ニ候へハ先達而被仰出候通締
方厳重相守可申候自然右体之儀不弁心得違之者於有之ハ不得止事売買
人双方共可被行死罪筈ニ候間此段為触知可被置候将又致内訴候者於有之者
取持之俵数不残被下当座為褒美銀五枚可被下置筈ニ候

右の趣旨について改めて仰せ出されるので厳重に申し付けること。

支配頭
○今年の作柄について先だって酒造を差し止めているが、追々許可されるだろうと村々で相談の上、酒造米を内々に買い置いている者もいるとおおよそ聞いている。極めて不届きである。当節は格別に米価が高値なので、末端の者は目前で食べ物が尽きる様子にも見える折から、このような取り計らいがあっては貧窮の者達が自然と困窮に陥る。つまり酒造をするほどの身分でありながら時節を弁えない心得違いのことである。
これにより相対売買を固く差し止める。追って酒造許可がなされる際には元米の分を上から払い下げる予定なので、内々に酒造米を買い置いている者は早速に取引を破談にするよう申し付けること。このような趣旨を度々仰せ出しているが、万一今後に背く者があれば売買人双方とも追放の上、家財没収を申し付けるので、この段支配下に触れ知らせること。
○米価が類を見ない高値のため、貧民達が餓死する程の折から、この上米穀が他領・他国へ流出すれば、なお一層値段が高価になり、ますます困窮することになるので、先だって仰せ出された通り締め方を厳重に守ること。もしこのような事を弁えない心得違いの者があれば、やむを得ず売買人双方とも死罪に処する予定なので、この段触れ知らせておくこと。また内々に訴え出る者があれば、取り押さえた俵数を残らず下し置き、当座の褒美として銀五枚を下し置く予定である。

一、京都・大阪および他国から御用向きで参った者は格別だが、私用・商用で御城下に立ち入る他国者は一夜を超えて一切滞留してはならない。もし二夜留め置く者があれば必ず押し込めの上、過料銀を申し付けること。
ただし御城下で一宿し、また宿を替えて宿泊する者について吟味を遂げず留め置くことがあれば、右同様に申し付けること。
一、旅籠屋を職業としない者が他国者を内々に一宿等させることがあれば、これも右同様に申し付けること。
右は今年御国中が凶作で米価高値のため、下々が難儀しているので格別の趣旨をもって仰せ出されるので、心得違いのないよう必ず心得ること。

○Regarding this year's crop conditions, sake brewing was previously prohibited, but we have heard that some people in villages have been secretly purchasing rice for sake brewing, expecting that permission might gradually be granted. This is extremely improper. Since rice prices are exceptionally high at present, even common people appear to be facing immediate food shortages. Such arrangements would naturally cause the impoverished to fall into destitution. In essence, those wealthy enough to brew sake are showing poor judgment by not understanding the current circumstances.
Therefore, private transactions are strictly prohibited. When sake brewing permission is eventually granted, the government will distribute rice from above. Those who have secretly purchased rice for brewing must immediately cancel their transactions. Although these directives have been repeatedly issued, anyone who violates them in the future will be banished along with their trading partners, and their property will be confiscated. Communicate this to all subordinates.
○Since rice prices are unprecedentedly high and the poor are on the verge of starvation, if grain continues to flow to other domains and countries, prices will become even higher and cause greater hardship. Therefore, maintain strict controls as previously ordered. Anyone who fails to understand this and violates these rules will unavoidably face the death penalty along with their trading partners. Make this known to all. Furthermore, anyone who reports violations will receive all the confiscated rice bags and an immediate reward of five silver pieces.
Tenth month, twenty-ninth day
To District Heads
First, while those coming from Kyoto, Osaka, and other domains on official business are exceptions, outsiders entering the castle town for private or commercial purposes must not stay longer than one night. Anyone who allows them to stay two nights will be imprisoned and fined.
However, if someone stays one night in the castle town and then changes lodgings for another night without proper investigation, the same punishment applies.
First, if anyone who is not a professional innkeeper secretly provides lodging to outsiders, the same punishment applies.
The above is issued with special emphasis because this year our domain suffered crop failure and high rice prices, causing hardship for the common people. Ensure there are no violations of these rules.
