○当五日殿様御名代諏訪因幡守殿御登城有之候処於御黒書院溜御老中御
列座脇坂中務太輔殿を以御勝手向必至御指支之段被聞節御住居御取
建ニ付而ハ御物入多別而可為御難儀与被思召候於公儀彼是御用途多之御時
節ニ付兼而之仰出之通御拝借金之儀ハ難被及御沙汰候へ共御住居御普請為
御用途御続柄格別之思召を以金壱万五千両御拝借被仰出難有思召候
右之趣諸向可被致通達候

候へ共御時節柄故御撫育行渡申間敷右ニ付此度御手当之御趣法として近

○当5日、殿様の御名代として諏訪因幡守殿が御登城された際、御黒書院溜において御老中が御列座し、脇坂中務太輔殿を通じて、御財政が極めて困窮している段階で、御住居の建て替えについては費用が多くかかり、特に困難であると思われるが、幕府においても様々な用途で費用が多い時節のため、従来の申し出の通り御拝借金については通常は沙汰に及び難いけれども、御住居普請の費用として、御続柄への格別の思し召しをもって金1万5千両の御拝借を申し出られた。有難く思し召されている。
右の趣旨を諸方面に通達すること。
7月12日
御奉行
○相模・安房・上総・下総四郡の御代官所の村々は、近年作柄が悪く困窮している状況で、それぞれ御手当として下行米等を下賜されているが、御時節柄のため御撫育が行き渡らない。これについて今度御手当の方法として、近年定免を申し付けられた村当たりをもって別紙の通り申し付けられるので、この段厚く心得て御代官達に申し聞かせること。

○文政5年（1822年）から天保2年（1831年）まで10年間、年々下賜された免の下行米を平均して8歩通り下賜し、当戌年（天保9年）から来る子年まで3年間、年季定免を申し付ける。
一、3年間の天候の良し悪しは計り難いが、平均下行米を下賜する以上は、無毛作や困難等は一切取り上げない。
ただし平均下行米を年々下賜するため、豊作の際は余米のある分を貯蔵し、不作の際に使用するよう村役人達が厚く心配すること。もちろん御代官所においても厚く心配してよく取り計らうこと。
一、定例通り作柄不良の際の銀米拝借については、従来通り申し付けること。
一、春暮拝借分については10年平均の内3歩通り下賜すること。
一、新御領村々の免代わり下行米については、年限中は据え置いて下賜すること。
一、川欠けや荒所等ができた際は、厚く吟味の上見分を差し出すこと。
一、川欠け荒所の下行米分については厚く吟味を遂げ、御損失のないよう取り扱うこと。
一、免席は従来通り相立て、下行米を調達すること。
一、定式の見分はすべて停止すること。
右の趣旨をそれぞれ申し渡すこと。

○On the 5th day of this month, when Lord Suwa Inaba no Kami appeared at the castle as proxy for our lord, the senior councilors were assembled in the Black Study waiting room, and through Lord Wakisaka Nakatsukasa Taifu, it was reported that finances are in extreme difficulty. Regarding the reconstruction of the residence, the expenses would be great and particularly difficult. Although at the shogunate there are many expenses for various purposes during this time, and as previously stated, borrowed funds are normally difficult to approve, for the expenses of residence construction, with special consideration for family relations, a loan of 15,000 ryō in gold has been granted. This is received with gratitude.
The above matter should be communicated to all relevant parties.

○The villages under the jurisdiction of the four districts of Sagami, Awa, Kazusa, and Shimōsa have been suffering from consecutive crop failures in recent years, and although relief rice grants have been provided as assistance, due to the current circumstances, benevolent care cannot reach everywhere. Therefore, as a method of assistance this time, based on the villages that have recently been assigned fixed tax rates, the following is ordered as shown in the separate document. This matter should be thoroughly understood and communicated to the deputy officials.

○Averaging the relief rice grants given annually from Bunsei 5 (1822) to Tenpō 2 (1831) over 10 years, 8 bu worth will be granted, and fixed term rates are assigned for 3 years from this year of the dog (Tenpō 9) to the coming year of the rat.
1. Although the weather conditions over 3 years are difficult to predict, since average relief rice is being granted, matters of crop failure or difficulties will not be considered at all.
However, since average relief rice is granted annually, village officials should take great care to store surplus rice in abundant years for use during poor harvest years. Naturally, the deputy offices should also take great care in making proper arrangements.
1. Regarding loans of silver and rice during poor harvests, this shall continue as before.
1. For spring loans, 3 bu worth out of the 10-year average will be granted.
1. Regarding tax exemption relief rice for newly acquired domain villages, this will continue to be granted during the term period.
1. When river damage or wasteland occurs, thorough investigation should be conducted and inspections reported.
