　琉球全国ノ処分略定マリタルヲ以テ外務大丞ヨリ琉官ヘ
　左ノ書面ヲ逓与シタリ
　一藩王閣下昨年特命ヲ以テ冊封ヲ賜リ永久ノ藩屛ト被仰
　　出候ニ付テハ朝廷ヘ抗衡或ハ残暴之所業アリテ庶民離
　　散スル等ノ事アルニ非サルヨリハ廃藩ノ御処置ハ固ヨ
　　リ有之間敷候
　一藩王教育向行届キ刑措数十年之由其任職ヲ不辱感心之
　　事ニ候益庶民愛護永年被致貫徹度事一候
　一先年於其藩各国ト取組候条約原書被差出候ニ付向後藩
　　難ヲ醸シ又ハ不為ニ相成取計ハ決テ無之候
　一仏米蘭之外其藩ニ於テ条約不取結国ト雖朝廷於テ条約

琉球全国の処分がほぼ決定したため、外務大丞より琉球の官員へ以下の書面を交付した。

一、藩王閣下は昨年特命により冊封を賜り、永久の藩屏と仰せ出されましたので、朝廷へ反抗したり、あるいは残暴な行為があって庶民が離散するなどのことがない限りは、廃藩の処置は当然ありません。

一、藩王の教育政策が行き届き、刑罰を用いることなく治めること数十年とのこと、その職責を辱めることなく感心なことです。ますます庶民を愛護し、長年にわたって貫徹していただきたく存じます。

一、先年その藩において各国と締結した条約の原書を提出していただきましたので、今後藩の困難を招いたり、不都合になるような取り計らいは決してありません。

一、仏・米・蘭以外で、その藩において条約を締結していない国であっても、朝廷において条約

既に締結済みの各国の船艦がその藩内へ来航した際には、当省より出張した官員の指令に従い、仏・米・蘭と結んだ条約に準拠して手厚く処置していただきたく存じます。

右の件々について、外務卿副島種臣殿より承知いたしましたので、ご心得のためこの段申し進めます。

Since the disposition of the entire Ryukyu Kingdom had been roughly determined, the Deputy Minister of Foreign Affairs delivered the following document to the Ryukyu officials:

1. His Excellency the Domain Lord was granted investiture by special imperial command last year and was declared to be a permanent domain bulwark. Therefore, unless there are acts of defiance against the Imperial Court or brutal deeds that cause the dispersal of the common people, there will naturally be no measures to abolish the domain.

1. The Domain Lord's educational policies have been thorough, and he has governed without resorting to punishment for several decades. This shows he has not dishonored his official duties, which is admirable. We hope he will continue to protect the common people with even greater dedication for many years to come.

1. Since the original documents of treaties concluded with various countries by that domain in previous years have been submitted, there will definitely be no arrangements that would cause difficulties for the domain or result in inconvenience.

1. Even for countries other than France, America, and Holland with which that domain has not concluded treaties, when ships from countries with which the Imperial Court has

already concluded treaties arrive within that domain, please follow the directives of officials dispatched by this ministry and provide generous treatment in accordance with the treaties concluded with France, America, and Holland.

Regarding the above matters, I have received acknowledgment from Foreign Minister Soejima Taneomi. I hereby communicate this for your information.
