之上相減可申儀ニ候右之趣御台所頭へ可被申渡候且亦此度被仰付候御切米方御指物

去夏も被成 御意候通乍御心外去々丑年ゟ長々半減上納米被

過分有之候得共御繰合出来御凌被成候是全ク末々迄致艱難候故与
思召候何も難儀之趣委細達 御聴甚被遊 御心痛種々被遂御評議
乍少分為御手当御貸銀被仰付候右銀高并割合之儀御奉行共ゟ通達

〇先達而被仰出候御家中へ御貸銀高百石ニ百匁当り之割合を以御札所銀之内ゟ
御貸被成候間前々之通割方被申付諸向へ可被相触候
右御貸銀三朱之利付当暮ゟ五年賦上納之筈ニ候此段も可被相触候且亦別紙之
通御勘定奉行へ申渡候間猶又宜被申談御札所へ御償利足も可有之候此儀者

此度御家中へ御貸銀被仰出候ニ付御趣意銀并口々御預銀之内ゟ金千両分
現代語訳
諸事の引き渡しを申し付けることになります。これまで御台所頭三人で相勤めていましたが、そのうち一人を減らすことになりました。また下代たちも吟味の上、減らすことになります。右の趣旨を御台所頭へ申し渡すべきです。また、この度仰せ付けられた御切米方と御指物方の兼帯勤務方法、並びに下代たちの勤務方法について、詳細な事項を書付をもって達するべきです。

○御家中の困窮の様子を御心労に思し召され、少額ながら御貸銀を仰せ付けられるので、別紙をお渡しする旨を御家老中が申し聞かせました。
去年の夏にも御意をなされた通り、御心外ながら一昨年の丑年から長期にわたり半減上納米を仰せ付け、一統が困窮するところ、滞りなく上納を果たし御満足されました。去年来、不時の御物入りなどが過分にありましたが、御繰り合わせができて御凌ぎになられました。これは全く末々まで艱難を致したためと思し召されます。皆の困窮の様子が詳細に御聴に達し、甚だ御心痛され、種々御評議を遂げ、少額ながら御手当として御貸銀を仰せ付けられました。右の銀高並びに割合の件については、御奉行たちから通達があるでしょう。
三月十一日
町奉行へ
○他領の在郷から参り出て畳表を売る商人たちの一宿の件は格別ですが、逗留はしてはいけません。また売れ残った畳表を預かってはいけません。右の趣旨は明和年中に仰せ付けられましたが、近来等閑な様子と聞いています。いよいよ厳重に守るよう申し聞かせるべきです。
四月五日
御奉行へ
○先だって仰せ出された御家中への御貸銀は、高百石に百匁当たりの割合をもって御札所銀の内から御貸しなされるので、前々の通り割り方を申し付け、諸方面へ触れるべきです。
右の御貸銀は三朱の利付きで当年の暮れから五年賦で上納の予定です。この段も触れるべきです。また別紙の通り御勘定奉行へ申し渡したので、なお一層よく申し談じて御札所へ御償いの利足もあるでしょう。この件については追々申し渡します。
この度御家中へ御貸銀を仰せ出されるにつき、御趣意銀並びに口々御預銀の内から金千両分

All matters shall be handed over as instructed. Until now, three kitchen supervisors (odaidokoro-gashira) have been serving together, but one of them will be reduced. Also, the subordinates (gedai) will be reduced after examination. The above matter should be communicated to the kitchen supervisors. Furthermore, regarding the concurrent duties of the rice stipend office and the equipment office that were newly appointed, as well as the duties of the subordinates, detailed matters should be communicated through written instructions.
March 5th
To the Monthly Duty Officers
○The family retainers' (go-kachu) financial difficulties are a source of concern to His Lordship, and though it is a small amount, he has ordered silver loans to be granted, so a separate document will be given, as announced by the senior retainers.
As expressed last summer as well, though it is regrettable, since the year before last (the year of the ox), long-term half-reduction of tribute rice has been ordered, and while this would cause hardship for everyone, the tribute was paid without delay, bringing great satisfaction. Since last year, there have been excessive unexpected expenditures, but through careful management, these were overcome. This is entirely due to the hardships endured by everyone down to the lowest ranks. The details of everyone's difficulties have reached His Lordship's ears, causing him great concern, and after various deliberations, though small in amount, silver loans have been ordered as assistance. The amount of silver and the allocation method will be communicated by the magistrates.
March 11th
To the Town Magistrate
○Regarding merchants from other domains' rural areas who come to sell tatami mats, while one night's stay is acceptable, extended stays are not permitted. Also, unsold tatami mats should not be stored. This policy was established during the Meiwa period, but recently it seems to be neglected. It should be strictly observed and communicated accordingly.
April 5th
To the Magistrate
○Regarding the silver loans to the family retainers announced earlier, loans will be made from the official silver reserves at a rate of 100 monme per 100 koku of rice stipend, so the allocation should be made as before and communicated to all sectors.
The above silver loans carry three shu interest and are to be repaid in five annual installments starting from this year's end. This should also be communicated. Also, as instructed to the accounting magistrate in the separate document, further consultation is needed, and there will be repayment interest to the official silver office. This matter will be communicated in due course.
