○三国湊江入津之塩此度御趣意を以以後御買上御蔵物へ被仰付候入津之節者
直入之儀ハ於湊是迄塩商ひ致候者共塩入船之問屋へ向直段為相極可申事
右之通商人共致直入候義ニ付入津之塩済直段高ゟ五厘通ハ直入致候者へ御渡被成
残九歩五厘御払之義ハ一統入札ニ而切手御払ニ可被仰付御買上問屋之儀ハ
三国問丸共三人へ可被申付候尚又委細之義ハ奉行共申談可被取計候

金津奉行へ
○三国湊へ入港する塩について、この度の御趣意により、今後は御買上げ御蔵物に仰せ付けられました。入港の際の直入の件については、湊において今まで塩商いを行ってきた者たちが、塩入船の問屋に対して直段を決めるべき事です。
右の通り商人たちが直入を行うことにより、入港の塩の済み直段の高値から五厘通りは直入を行う者へお渡しになり、残りの九歩五厘のお払いについては一統入札によって切手でお払いに仰せ付けるべきです。御買上問屋については、三国問丸ども三人に申し付けるべきです。なお、委細については奉行どもが申し談じて取り計らうべきです。

○今度の御趣向により糸改会所が仰せ付けられましたので、糸商いを行う者は地売り・他国出し共に、右の会所へ糸を持参して改印形を入れてから売買を行うべきです。改印形のない糸の売買については、もちろん質物であっても堅く取り扱ってはいけません。もっとも判賃を差し出すべきことがある旨を、町中残らず申し付けるでしょうか。

○米町手形商について諸事取り扱いの件は、今まで役所において取り扱ってきましたが、今度は御勘定所の取り扱いに仰せ付けられました。右の商売筋の件について少しでも申し分が生じた際には、町役所において取り扱うべき事です。また、今まで手形商口銭について、手形百俵につき売方から銀一分、買方から銀一分ずつ上納を仰せ付けられていましたが、御趣意により今後は売方から銀五分、買方から銀五分ずつ上納を仰せ付けられました。右の通り仰せ付けられましたので、それぞれ申し談じて不締まりのことがないよう取り計らうべきです。

一、三国沖の口出入の諸色改口銭取り立て方については今まで相定がありましたが、返り荷物の訳が紛らわしいので、吟味の上、今後は他国からの送り状をもって返り荷物の分は三国問屋ども方から着船の上で蔵上げ置き、追って便船次第で沖出しして他国送り状の先々へ積み送りすることについては、往還筋の駅馬と同様のことですので、今まで通り一個に銀二分ずつの入口銭を取り立て、出口銭はないこと。

○Regarding salt entering Mikuni Port, according to this directive, it has been ordered that henceforth it shall be designated as government purchase and storage goods. Concerning direct purchases upon entry, those who have been conducting salt commerce at the port until now should determine prices directly with the salt ship wholesalers.
As merchants conduct direct purchases in this manner, 5 rin per unit from the high prices of salt upon entry shall be given to those conducting direct purchases, and for the remaining 9 bu 5 rin payment, sealed bid auctions with vouchers shall be ordered. For government purchase wholesalers, three Mikuni ToiMaru shall be appointed. Furthermore, detailed matters shall be arranged through consultation among the magistrates.

○As a silk inspection office has been established according to this directive, those conducting silk commerce, both for local sales and export to other provinces, must bring silk to said office to receive inspection seals before conducting trade. Trading in silk without inspection seals is strictly forbidden, including even when used as collateral. Of course, seal fees must be submitted, and this shall be announced to all areas of the town without exception.

○Regarding rice town voucher commerce, all matters have been handled by the government office until now, but it has now been ordered to be handled by the accounting office. When any disputes arise regarding this commercial activity, they shall be handled by the town office. Also, regarding voucher commerce commissions, until now 1 bu of silver from sellers and 1 bu of silver from buyers per 100 hyō of vouchers has been ordered as tribute, but according to the directive, henceforth 5 bu of silver from sellers and 5 bu of silver from buyers shall be ordered as tribute. As this has been so ordered, each party should consult to ensure there are no lapses in management.

1. Regarding the collection method for inspection fees on various goods entering and leaving Mikuni offshore, regulations have existed until now, but since the classification of return cargo is confusing, after investigation, henceforth return cargo with shipping documents from other provinces shall be stored in warehouses by Mikuni wholesalers upon ship arrival, and later sent offshore according to available ships and loaded for delivery to the destinations specified in shipping documents from other provinces. As this is similar to post horses on travel routes, entry fees of 2 bu of silver per item shall be collected as before, with no exit fees.
