来ゟ稀成大水ニ而御領分過分之御損毛昨年之御取箇甚相減其上
右大水ニ而莫太之損所故御修覆指湊旧冬御勝手向一向ニ成方無之種々
当座御才覚を以御凌被成候得共弥以追重り弥増之御指支ニ而御役人とも
取計方も無之御勤向を初誠ニ必至御指支之御時節ニ相成候ニ付猶以
御手許ゟ表立候儀迄御形合も被替御格外之御倹約も被仰付候得共御凌
方も無之候御家中ニ而も長々御借米も被仰付置困窮至極之儀可致難儀

来より稀な大水で御領分に過分の御損毛があり、昨年の御取箇が甚だしく相減し、その上右大水で莫大な損所があり、御修覆が差し湊り、旧冬御勝手向一向に成し方がなく、種々当座の御才覚を以て御凌ぎになったが、いよいよ以て追い重なり、弥増の御差支えで御役人共も取り計らう方もなく、御勤向を初め誠に必至の御差支えの御時節になったため、猶以て御手許より表立つ事まで御形合も被替え、御格外の御倹約も仰せ付けられたが、御凌ぎ方もない。御家中でも長々御借米も仰せ付け置かれ、困窮至極の事で難儀を致すであろうから、仰せ出し難い事と思し召されるが、外に成し方もなく、止むを得ず当年の分は御家中へ半減御借米を御頼み成される。猶以て厳重な御倹約を成され、御取続の御趣法も相立てられる事である。面々倹約の事は申すに及ばず、万事如何様とも省略を致し、取続御奉公相勤めるよう思し召される。この段厚く申し渡すよう仰せ出される。右につき嶋田左門・荒川又八郎を遣わされる。以上

〇御勝手向前々以て御不如意につき、これまでも度々御仕法共種々仰せ出され、御手も尽くされた事である。然るところ近年止むを得ない御物入りがあり、別して去年御国表に古今ない大水で過分の御損毛の上、大造な御普請所が多く差し向かう御備所のため、御打捨て難く置かれず、追々御普請を仰せ付けられたが、弥増に御難渋至極で、誠に御勤向にも障りとなる程の御差支えにつき、今般格別の思し召しを立てられ、則ち公辺へ重き御達しを成され、今戌年より拾ヶ年の間厳重の御倹約を仰せ出される。御家柄・御身の所とも御拘わり成されず、諸事御手軽き御仕法共を相立てられる思し召しになっている。これまで一統出精を致し、困窮の勤向であるが、かような御時節に差し向かえば、御気毒ながら何も弥増繁務に及ぶであろう。何分にも出精を致すようにとの思し召しになっている。尤も御家中倹約の事、他を顧みず弥増相守り、取続御奉公相勤めるよう仰せ出される。

unprecedented flood caused excessive crop damage in the domain, last year's harvest was severely reduced, and on top of that, the great flood caused enormous damage requiring massive repairs that accumulated costs. By last winter, the domain finances were completely unmanageable, and though various temporary expedients were employed to get by, the situation continued to worsen with increasing financial pressures. The officials had no way to manage, and from official duties onward, it truly became a time of critical financial crisis. Therefore, even more changes were made to outward appearances from the lord's personal funds, and extraordinary frugality measures were ordered, but there was no way to manage. Even among the retainers, long-term rice loans had been ordered, causing extreme hardship and difficulties. Though it was thought difficult to announce, there was no other way, and unavoidably, half-reduced rice loans were requested from the retainers for this year. Furthermore, strict frugality was implemented and financial continuation policies were established. For each individual, frugality goes without saying - in all matters, economies should be made however possible, and continued loyal service should be performed as the lord wishes. This matter should be communicated thoroughly as ordered. For this purpose, Shimada Samon and Arakawa Matahachiro were dispatched. End.

〇Due to ongoing financial difficulties in domain finances, various policies have been announced many times and all efforts have been exhausted. However, in recent years there have been unavoidable expenses, particularly last year when the home domain suffered an unprecedented great flood causing excessive crop damage, and moreover many large construction sites that required urgent attention as defensive positions could not be abandoned, so construction work was ordered successively. This led to extreme financial difficulties that truly interfered with official duties. Due to this critical financial crisis, a special resolution was made, and important communications were sent to the higher authorities. Strict frugality measures are ordered for ten years starting from this year of the dog. Regardless of family status or personal position, policies of simplicity in all matters are to be established as the lord's intention. Until now, everyone has worked diligently despite impoverished working conditions, but facing such times, though regrettable, everyone will likely face increased busy duties. The intention is that everyone should work with utmost diligence. Of course, regarding frugality among retainers, without regard for others, they should increasingly observe it and continue their loyal service as ordered.

However, on the same day, Sakai Hamon reported that since half-reduction was announced today, following precedent, those with holdings of 1000 koku or less are exempted from keeping horses, and he was told to communicate this through us to each person. Accordingly, regarding those horse-keeping individuals, after consulting with the senior retainers whether to inform them they may dispose of their horses at their discretion, it was communicated to each person.
