寺社門前迄町役人方ニ張置〆り方可取計事

〇御城下并在方ニ而質物并買物等之儀ハ御定法も有之候処猥成取計方相聞候依之
以来ハ質物買物ともニ盗物ニ相極り候ハヽ御取揚ニ相成質屋之者并買受候者可為
損銀其上取扱方之様子ニより御咎可被仰付候銘々相心得精誠入念取扱可申候尤其
人不相応之質物或ハ売物等致持参候ハヽ其筋承届若不審之儀も候ハヽ留置役筋迄
可相達候将又内証ニ而質物取置候者も有之候様ニ相聞候以後ハ内証質物ニ而も盗物
之分ハ前文同様たるへく候事
但前々ゟ御定も有之候へ共近年猥相成候ニ付今度改而被仰出候間町在ともニ右〆り方急
度可被申渡候

現代語訳
役人まで連絡し、その段を役人どもから役所まで申し達すること
右の趣旨について、庄屋・十人頭をはじめ町内で申し談じ、締まり方を取り計らうこと。万一等閑な事があったならば、その品によって町役人が越度となり、庄屋・十人頭が立て置かれた事も、元来締まり方第一の事であるから、心得違いのないよう。寺社門前まで町役人方に張り置き、締まり方を取り計らうこと

○御城下並びに在方において質物並びに買物等の事は御定法もあるところ、みだりな取り計らい方が聞こえている。これにより以来は、質物・買物ともに盗物に決まったならば御取り上げとなり、質屋の者並びに買い受けた者は損銀となり、その上取り扱い方の様子により御咎めを申し付けられる。銘々心得て精誠を入れ念を入れて取り扱うこと。もっともその人に不相応な質物或いは売物等を持参したならば、その筋を承り届け、若し不審の事もあったならば留め置き、役筋まで連絡すること。また内証で質物を取り置く者もあるように聞こえているが、以後は内証質物でも盗物の分は前文同様であること
但し前々から御定めもあったが、近年みだりになったため今度改めて仰せ出される。町・在ともに右締まり方を急度申し渡すこと

September 10th
Administrative Head Also to Fuchu
○ Regarding pawned goods and purchases in the castle town and rural areas: although there are established laws, improper handling methods have been reported. Therefore, henceforth, if pawned goods and purchases are determined to be stolen goods, they will be confiscated, pawnbrokers and purchasers will suffer financial loss, and furthermore, depending on the manner of handling, punishment will be imposed. Each person should understand this and handle matters with sincerity and careful attention. Moreover, if someone brings pawned goods or items for sale that are inappropriate for their status, the matter should be investigated and reported, and if there are any suspicious circumstances, the items should be detained and reported to the appropriate officials. Also, it is reported that there are those who privately hold pawned goods, but henceforth, even privately held pawned goods that are stolen will be treated the same as above.
Note: Although there have been previous regulations, since matters have become lax in recent years, this is now being proclaimed anew. Both town and rural areas should strictly communicate these security measures.
