一御水主方ゟ人足代銀ニ而前々ゟ受取来候分町組頭共へ御水主組小頭共ゟ申達直ニ代銀
ニ而受取来候儀ニ候得共以後ハ御水主組小頭共ゟ人足何人分代銀ニ而受取申旨書付を以御
勘定所迄相達候ハヽ於御勘定所何御用ニ而受取候哉と其節組小頭共へ押而

一以後御広敷女中江戸往来ニ先払組之者指出候ニ不及旨被仰出候事
一愛宕山御社参被遊夫ゟ黒龍宮へ山通リ御通行之節石坂町山ゟ御見通ニ候得共
押組之者指出候ニ不及旨被仰出候事
一下川へ御出候節前々ゟ呉服町竹林橋大橋へ押組之者指出候得共以後不及其儀

現代語訳
役所へ指し出すこと、また役所より連れ寄せることは、その主人の都合次第とすること
一、右同様、召し捕るほどの者は、その主人より相渡すこと、また主人より暇を出し門前で役人の者が召し捕ることについては、御目付より通達の節、その主人の了見次第のこと。総じて御家中屋敷の内へ役人の者が入り込んで召し捕ることはあってはならないこと
一、過料銀欠所並びに取り上げ物等がある節は、すべてその品を町役所へ納めること

御祝事につき町中御祝の事
一、御祝事の節、町中恐悦の御祝を申し談じ、御酒を頂戴する節、若い者どもがあれこれ思いつく度ごとに手重くなるため、以来は町内限りにして他所を回ることは、その節々の時宜により何れとも御指図されること
出人足の事
一、御水主方より人足代銀にて前々より受け取り来た分、町組頭どもへ御水主組小頭どもより申し達し、直に代銀にて受け取り来ることであるが、以後は御水主組小頭どもより人足何人分代銀にて受け取る旨、書付をもって御勘定所まで相達すれば、御勘定所において何の御用にて受け取るかと、その節組小頭どもへ押して吟味する
上、組小頭どもより指し出す書付に判形を付して相渡すよう仰せ出されたこと

高値にて人気悪しきことがあるため、川下げ米も御指し留めを仰せ付けられた。これにより薬種・綿実その外俵物類の川下げの節は相達するよう申し付け置き、相断る節は吟味改めのため一艘に組の者一人ずつ差し出し来るが、大橋下川下げ米御指し留めにつき外俵物改めの件は、その節に至り仰せ付けられるので、定例の組の者は差し出すに及ばないこと
一、以後御広敷女中江戸往来に先払い組の者を指し出すに及ばない旨仰せ出されたこと
一、愛宕山御社参をされ、夫より黒龍宮へ山通り御通行の節、石坂町山より御見通しであるが、押し組の者を指し出すに及ばない旨仰せ出されたこと
一、下川へ御出の節、前々より呉服町・竹林橋・大橋へ押し組の者を指し出すが、以後その儀に及ばない旨仰せ出されたこと

○旅人に対し御法度を相守ることは勿論であるが、近年取り扱い方が行き届かず、別して馬方並びに人足どもの無作法な様子があり、旅人難儀の趣が聞こえ、不届きのことである。馬方・人足等は問屋どもが万端厳重に申し付けるところ、全く等閑にしているためのことであるので、以来旅人並びに往来の者が難儀する様子が聞こえれば、吟味の上急度咎めを申し付ける

Regarding the portions previously received as silver payment for laborers from the naval affairs office, the naval unit sub-leaders report to the town group leaders and receive payment directly in silver, but henceforth when naval unit sub-leaders report through written documents to the accounting office about receiving payment for how many laborers, the accounting office shall press for examination of the unit sub-leaders about what official business the payment is for,
and it has been proclaimed that written documents submitted by unit sub-leaders shall be sealed and delivered.

Due to high prices creating bad public sentiment, downstream rice transport has also been ordered suspended. Accordingly, for downstream transport of medicinal materials, cotton seeds, and other bagged goods, notification has been ordered, and when refusing, one person from each unit is dispatched per vessel for inspection purposes, but since downstream rice transport below Ohashi is suspended, inspection of other bagged goods shall be ordered when the time comes, so regular unit personnel need not be dispatched.

○ Observing prohibitions toward travelers is naturally required, but in recent years handling has been inadequate, and particularly there have been rude behaviors by horse handlers and laborers, causing difficulties for travelers, which is reported as improper. Horse handlers and laborers should be strictly controlled in all matters by the wholesale merchants, but this is entirely due to negligence, so henceforth if difficulties for travelers and those in transit are reported, strict punishment shall be imposed after investigation.
Note: This should also be communicated to inn operators for their understanding.
