から来る未年まで十ヶ年の間、格外の御趣法も立てられ、御身分のことを始めとして御方々様にも万事御節約をなさり、御国表においてもそれぞれ調達方も仰せ出されたけれども、どれほど御節約をなされても、元来御地盤に引き足らず、御収納不足の御勝手向きのことで、年々御借金が相増し、ますます御難渋となったため、格外の思し召しを立てられ、なお又当春御参府をなされた折から、思し召し通りも仰せ出され、それぞれ調達方を仰せ付けられ、段々御趣法も立てることになったけれども、これまで諸事御手詰まりの御暮らし方であるので、この上格別の御出費のことも出来申さなければ、万事なるべく御節約を仰せ付けられる。これにより御人数少なくて困窮の処、至って御苦労に思し召されるけれども、やむを得ず又々詰人等も減らされる。御節約筋の儀は追々向々へ仰せ出される筈である。もちろん心得の儀は、去々申年に御直に仰せ出された通り、心得違いのないよう、いよいよ相守るべきことである。

From [this year] until the coming Year of the Sheep (Mi), for a period of ten years, extraordinary financial reforms have been established. Beginning with matters concerning your own status, all lords have practiced economy in all matters, and various procurement methods have been ordered in the home domain as well. However, no matter how much economizing is done, fundamentally the domain's foundation is insufficient, and due to inadequate tax collection and financial difficulties, annual debts continue to increase, leading to ever greater hardship. Therefore, extraordinary measures have been decided upon, and furthermore, since the spring visit to Edo this year, intentions have been announced as planned, various procurement methods have been ordered, and step-by-step financial reforms have been established. However, since up to now all matters have been conducted under severely constrained circumstances, if no special expenditures can be made beyond this point, economy must be ordered in all things as much as possible. Consequently, although it is considered most troublesome that there are difficulties due to reduced personnel, it cannot be helped, and attendants and others must be reduced again. Matters concerning economizing will be announced to various departments in due course. Of course, regarding proper conduct, as directly announced in the previous Year of the Monkey, there should be no misunderstandings, and [these rules] must be observed all the more strictly.
