一右体之運ニ而ハ公辺へも申訳も無之故近年種々申付候へ共不行届兎角当代之内
ニ勝手取直し候程ニ無之候而ハ不相済儀と存候得共此形合ニ指置候ヘハ先達而
も申渡置候通却而家中扶助等ニも指支候儀ハ眼前之事ニ候左候ヘハ弥以不相済
心外ニ存事ニ候間勝手取直し之調方申付候趣意全ク無滞相立候ハヽ上下安心之
時節も可有之儀と存候尤一朝一夕之儀ニ而も無之代々之不如意を取直シ候儀容
易之儀ニ而ハ無之候間一旦ハ家中又々難儀之上難題之儀をも不相頼候而ハ取続
之基本不相立候間追々可及沙汰候何事も致一和存念之通取続ニも相成末

一条 右のような運勢では公儀へも申し訳が立たないため、近年種々指示したけれども行き届かず、とかく当代のうちに財政を立て直す程度にならなければ済まない件と存ずるが、この状況のまま放置すれば、先達ても申し渡し置いた通り、かえって家中扶助等にも支障をきたすことは目前のことである。そうであればますます済まず心外に存ずることであるから、財政立て直しの調整方法を申し付けた趣意が全く滞りなく実現すれば、上下安心の時節もあることと存ずる。もっとも一朝一夕のことでもなく、代々の財政困難を立て直すことは容易なことではないから、一旦は家中がまた困難の上に難題のことをも頼まなければ継続の基本が成り立たないから、追々沙汰に及ぶであろう。何事も一致団結して、思うように継続することもでき、末々家中の面々一統が安心できる筋にもなるよう致したいばかりのことである。この段を申し聞かせたく、自筆で認めて相渡すものである。

Article 1: With such fortune, we cannot justify ourselves to the shogunate, so although I have given various instructions in recent years, they have not been thorough. In any case, if we do not achieve financial recovery to some degree during my reign, it will not be acceptable. However, if we leave things in this condition, as I have already announced, it will clearly interfere with supporting the retainer band. If that happens, it will be even more unacceptable and regrettable. Therefore, if the purpose of the financial recovery adjustment methods I have ordered can be fully realized without delay, there should come a time when both high and low can feel at ease. Of course, this is not a matter of a day or night, and rectifying generations of financial difficulties is not an easy matter. Therefore, temporarily the retainer band must again rely on difficult matters on top of hardships, or the foundation for continuation cannot be established. Gradually this will require attention. If we unite in all things and can continue as intended, eventually all members of the retainer band should be able to feel secure. I want to convey this point, so I have written this in my own hand and am passing it along.
