一御勝手近来御指支ニ付是迄度々御倹約被仰出候へ共元来御取箇薄方御取続
　之御趣意一旦之儀ニ相流レ上々様方御艱難被遊候御儀随而御家中ゟ年々過分
　御借米被仰付候而も其詮不相立段々御運不宜当時ニ而ハ一向被成方も無之既ニ御
　太切之及御勝手筋各御役筋ニおゐて不調法之儀思召も被成御座候へ共当時
　之者迄ニも限り候儀ニ而も無之殊ニ当御役儀各間も無之候間此度之儀ハ不被及御
　沙汰候此御形合ニ指置候而ハ不相済御事故重キ御方々様へ御内談之上御取
　続之御趣意被相立候是非御取直シ不被為在候而ハ御内外難被為済御事も有之候
　通例之儀ニ而ハ御取続御趣法出来兼候ニ付追々御趣意通可被仰出候先各御役
　筋へ思召之趣一ツ書を以申聞候間致承知御役下之面々へも相含可被申聞候
一御趣意御年限七ケ年被相立候事
一右御年限中上々様御暮方万端御倹約而已被遊候間縦被仰出候儀ニ而も御
　不益ニ相成候筋ハ幾度も伺被相直御倹約ニ相成候様可申上候事
一右之通是迄度々御意有之候へ共兎角指控勝ニ相成至而御不為之儀ニ候御家
　来ゟ外ニ上之御為を申上候者無之由之御沙汰ニ候此段厚申聞候様ニと被仰出候
一此度之儀ハ是迄とハ御趣意格別ニ相改り候間其所得与相心得軽キ御役向ゟ

現代語訳

一 御家中勤めの儀は、年始のみ御家老中へ勤仕し、その他の勤めは無しとのこと。ただし支配頭親類縁者の儀については格別のこと。もっとも返礼の儀については無しとの筈。右の趣旨を仰せ出されたので、諸方面へ触れ回すべき旨につき、それぞれ取り扱いのこと。

○先刻申し渡した通り、今般御勝手御取り直しの御趣意を立てられることになったので、江戸表において重要な御間柄様方へも段々御相談の上、諸事御取り調べを仰せ付けられる儀である。これにより各々の儀については格別のことであるので、
一橋中納言様より仰せ進められた御書付を御内々拝見するよう仰せ付けられた。

一 御勝手は近来御指支（財政困窮）につき、これまで度々御倹約を仰せ出されたが、元来御取箇薄方御取続の御趣意が一旦の儀に流れ、上々様方が御艱難をお過ごしになる儀、随って御家中より年々過分な御借米を仰せ付けられても、その詮が立たず段々御運が宜しくなく、当時においては一向になす術も無し。既に御大切に及ぶ御勝手筋、各御役筋において不調法の儀をお思いになることもおありであろうが、当時の者までに限った儀でもなく、殊に当御役儀各々も間が無いので、この度の儀については御沙汰に及ばれず。この御形合に指し置いては済まない御事故、重要な御方々様へ御内談の上、御取続の御趣意を立てられた。是非とも御取り直しをなされなければ、御内外共に済ませ難い御事もある。通例の儀では御取続御趣法ができかねるので、追々御趣意通り仰せ出されるであろう。先ず各御役筋へ思し召しの趣を一つ書を以て申し聞かせるので、承知して御役下の面々へも含ませて申し聞かせるべきである。

一 御趣意の御年限は七ヶ年と定められること
一 右御年限中、上々様の御暮らし方は万端御倹約のみをなされるので、縦令仰せ出された儀であっても御不益に相成る筋については、幾度も伺いを立てて直し、御倹約に相成るよう申し上げるべきこと
一 右の通りこれまで度々御意があったが、とかく指し控え勝ちに相成り、至って御不為の儀である。御家来より外に上の御為を申し上げる者が無いとの御沙汰である。この段厚く申し聞くようにと仰せ出されたこと
一 この度の儀はこれまでとは御趣意が格別に改まったので、その所をよく心得て、軽い御役向より

One: Due to recent financial difficulties, austerity measures have been announced repeatedly, but the original policy of modest revenue collection has become a temporary matter, causing hardship for the upper ranks. Consequently, even though excessive rice loans are ordered annually from the domain retainers, this proves ineffective, and fortunes continue to decline. At present, there seems to be no solution at all. Financial matters have reached a critical point. While there may be thoughts of negligence among various officials, this is not limited to current personnel, and particularly since current officials have not been in their positions long, this matter will not be subject to official censure. However, leaving things in this state would be unacceptable, so after internal consultations with important personages, a policy of continuation has been established. Financial reform must absolutely be undertaken, as there are matters that cannot be resolved both internally and externally. Since continuation policies cannot be implemented through ordinary measures, policies will be announced gradually as intended. First, the intentions are being communicated to each department through written instructions, so please understand and inform your subordinates accordingly.
