御本丸夫々令通達候処追而御番頭ゟ左之通書付指出之
一御番組之面々母妻子等御国之内へ指越致逗留候儀女子之分ハ願ニ不及番頭中
へ相達尤男を付可遣事ニ候間家来を遣候段其仁ゟ目付中へ為断相済候三

現代語訳
一、町家の者が困窮につき渡世のため他国の身元確かな者と組んで遊芸興行の儀を願い出る者については、吟味の上、願いの通り仰せ付けられることもあるであろう。心得の儀は、先方へ組む以前に御自分の役所まで内々に相談するよう申し渡すべきである。

一、時節が悪しく誓願寺の者共に渡世が無く、村が困窮状態に及ぶ旨につき、茶屋商売を願い出て、吟味の上許可したところ、先年より止め置いた酌取女を許可した趣に申し触らしているのはいかがなことである。もし売女に類する趣もあるならば、吟味の上茶屋商売共々取り上げるべきである。その上商売無しにて離散することになれば、勝手次第に申し付けるべきである。

御国の内御暇の事
一、一宿二宿等すべて逗留の儀は願書付をもって願うべき事
一、五里外日帰り御暇の儀並びに三国・金津・府中へ出かける儀は口上書をもって相談する筈
一、五里内においても公料他領へ出かける儀は自身口上書をもって相談すべき事。番組の面々は番頭に相談して指図を得て出かけるべき事
一、子供の儀で一宿二宿等逗留の儀は其の親が願書付をもって願うべき事。番組は番頭へ相談して差図に任すべき事
ただし日帰りでも三国・金津・府中へ出かける儀は其の親が口上書を差し出し、番組は番頭へ相談して差図に任すべき事
一、隠居の面々が御領分中に逗留の儀は相達するに及ばず。公料他領・三国・金津・府中等に逗留の儀は其の息子より御目付へ相届け申すべき事
一、女の儀で御国の内においても公料他領で潮湯治等のため逗留する儀は願書付をもって願うべき事
三月十五日 私が申すには二男三男等の御暇願の儀は七月二十七日に仰せ出されたものがあり見合わせるべき
右の御暇願の儀につき御書付を先達って御家老中より相渡され、それぞれ通達するよう申し聞かされたにつき、今十五日に御本丸においてそれぞれに通達したところ、追って御番頭より左の通り書付が差し出された。
一、御番組の面々の母・妻・子等を御国の内へ差し越して逗留させる儀で、女子の分は願いに及ばず番頭中へ相達し、もっとも男を付けて遣わすべき事であるから家来を遣わす段を其の仁より目付中へ断りとして相済ませること。三国・金津・府中も右同断。
右の通り享保十二未年四月十一日に評定所において高田小左衛門が目付中へ対談し、右の通りに相極まる。

Regarding townspeople who, due to poverty, wish to partner with reliable persons from other provinces for entertainment performances as a means of livelihood: after examination, their requests may be granted as wished. As a matter of procedure, they should consult privately with their respective administrative offices before partnering with outside parties.

1. Due to difficult times, the people of Seigan-ji Temple have no means of livelihood, and the village is said to be heading toward destitution. Permission was granted for tea house business after examination of their request. However, it has been announced that酌取女 (serving women) who had been prohibited since previous years have been permitted, which is questionable. If there are aspects resembling prostitution, both the tea house business should be revoked after investigation. Furthermore, if they scatter without business, orders may be given as deemed appropriate.

Regarding Leave Within the Domain
1. For all overnight stays of one or two nights, requests must be made with written petitions
1. For day trips beyond five ri and trips to Mikuni, Kanazu, and Fuchu, consultation should be made with oral reports
1. Even within five ri, for trips to public or other domain territories, personal oral reports should be submitted for consultation. Members of guard units should consult with their unit commanders and obtain instructions before departure
1. For children's overnight stays of one or two nights, their parents should make requests with written petitions. For guard unit members, consultation with unit commanders and following their instructions is required
However, even for day trips to Mikuni, Kanazu, and Fuchu, parents should submit oral reports, and guard unit members should consult with unit commanders and follow their instructions
1. For retired persons staying within the domain territory, no notification is required. For stays in public or other domain territories, Mikuni, Kanazu, Fuchu, etc., their sons should report to the inspectors
1. For women staying in public or other domain territories within the domain for salt water cures and such, requests should be made with written petitions
March 15th I note that regarding leave requests for second and third sons, there was an announcement on July 27th that should be referenced
Regarding the above leave requests, written instructions were previously distributed by the senior councilors with orders for respective notifications. On the 15th today, notifications were made to respective parties at the main castle. Subsequently, the guard commanders submitted the following written statement:
1. Regarding members of guard units bringing their mothers, wives, children, etc. to stay within the domain: for women, no petition is required, just notification to the commanders. Since men should be assigned to accompany them, the fact that retainers are being sent should be reported to the inspectors by the person concerned. The same applies to Mikuni, Kanazu, and Fuchu.
The above was determined through discussion between Takada Kozaemon and the inspectors at the Council Chamber on April 11th, Kyōhō 12th, Year of the Sheep.
