我等はからすも家嫡となり今度家督を継に及ひ
身の幸尠なからす爰におゐて猶更家中およひ
領内の改務に日夜心を用ひ賞罰順直を旨
として只上下和融の処常に心にかくると
いへとも万事行届ぬ事も可有之下としては
恭忠直を以て仕ふへき事もちろん勿論たりされとも
代々定置処の法令を犯すもの有る時大法に背か
さる儀は曲て免し遣すといへとも制度に相障るへき
事ハ是非を糺すへし此度家法の令條改て
沙汰に及さる間寛保二年正月定置之趣家中
一統尚又令承知堅く相守るへし且文政九年
十二月定置の趣是又不遺失相心得弥謹慎を
専に忠勤を励むへきもの也

現代語訳
私は図らずも家督となり、この度家督を継ぐことになり、身の幸い少なからず。ここにおいて、なお一層家中および領内の政務改革に日夜心を用い、賞罰を公正に行うことを旨として、ただ上下和合の状態を常に心に留めているとはいえ、万事行き届かないこともあるであろう。下の者としては恭順忠実をもって仕えるべきことはもちろんのことである。されども代々定め置かれた法令を犯す者がある時、大法に背かない事柄は寛大に免じ遣わすといえども、制度に障る事柄については是非を糺すべきである。この度家法の令条について改めて沙汰に及ばないので、寛保二年正月に定め置かれた趣旨を家中一統になお一層承知させ、堅く相守るべきである。かつ文政九年十二月に定め置かれた趣旨についても、これまた遺漏なく心得、いよいよ謹慎を専らとし忠勤に励むべきものである。

I have unexpectedly become the heir and am now succeeding to the headship of the house, which brings me no small fortune. Here, I shall devote myself day and night even more to reforming the administration of both the household retainers and the domain, making fair rewards and punishments my principle, and always keeping in mind the harmonious unity between superiors and subordinates. However, there may be matters in which I fall short in all things. It goes without saying that subordinates should serve with respectful loyalty and integrity. Nevertheless, when there are those who violate the laws established by successive generations, while I may leniently pardon matters that do not contradict fundamental law, I shall certainly investigate the right and wrong of matters that obstruct our institutional system. Since I am not issuing new proclamations regarding house laws at this time, all household retainers must become even more thoroughly aware of the provisions established in the first month of Kanpō 2 and strictly observe them. Moreover, regarding the provisions established in the twelfth month of Bunsei 9, they must also thoroughly understand these without omission, focus especially on prudent conduct, and strive in loyal service.
