サセラレ上ハ貴重厳威ヲ捨テ御下問有之経世綏民之
要領賞罰勧懲之節目ハ申迄モ無之 御政道ニ
関渉仕候儀ハ聊カ欠遺ナク衆議ヲ取ラセラレ下ハ鄙
見陋識ヲ憚ラス国家ノ為メニ底蘊ヲ吐露シ可否
ヲ献替シ及覆討論而其言ノ可ナル者其策ノ得ル
者夫々御採択現在之ヲ実地上ニ御施行ナサレ亦公
選入札之法ヲ以テ人物ヲ御登庸相成候者則言路
御洞開人才御優待之御盛事ニ皷舞シ奉リ一国
翕然風化令セスシテ事行ハレ期セスシテ弊習除ス

させられ、上は貴重な厳威をお捨てになって御下問があり、経世済民の
要領、賞罰勧懲の節目は申すまでもなく、政道に
関係いたします儀は、少しも欠け漏れなく衆議をお取りになられ、下は鄙
見陋識を憚らず国家のために底意を吐露し、可否を
献替し、覆討論に及んで、その言の可なる者、その策の得る
者をそれぞれご採択になり、現にこれを実地上にご施行なされ、また公
選入札の法をもって人物をご登用になることができれば、すなわち言路が
ご開通になり、人才をご優待になる盛事に鼓舞し奉り、一国が
一致して風化し、命令せずして事が行われ、期せずして弊習が除去される
でしょう。これがすなわち目今の御急務にして、勤
王の実績と存じ奉ります。執政各位におかれましても、万一この腐
語をもってよしとなさるならば、すなわちこれを
君上にお聞かせし、断然ご施行になりますよう仕りたく、もしまた時
勢として施行不可能か、時議として行えないのか、頑愚固陋でまだ
弁別識別するところではないのかもしれません。伏してお願い申し上げますのは、明らかなお教えを垂れ、その愚を訓戒し
てくださいますならば、これに過ぎる幸いはございません。七月十三日 恐惶恐惧

Regarding the essential principles of governing the world and bringing peace to the people, and the proper measures for rewards, punishments, encouragement, and discipline - needless to say, concerning all matters related to government administration, you should gather the opinions of the masses without the slightest omission. Below, we should not hesitate to express our humble and limited views, but for the sake of the nation, reveal our innermost thoughts, propose alternatives regarding what is right and wrong, engage in thorough discussion, and you should adopt those words that are acceptable and those strategies that are effective, actually implementing them in practice. Furthermore, if you employ people through public selection and ballot methods, then the channels of communication will be opened, and inspired by the glorious undertaking of treating talented people with favor, the entire domain will unite in transformation. Affairs will be conducted without commands, and corrupt practices will be eliminated without planning.
This is precisely today's urgent task and what I believe to be the actual achievement of loyally serving the Emperor. If each member of the government considers these corrupt words of mine to be acceptable, then I would like them to report this to our lord and have it resolutely implemented. However, if it cannot be implemented due to current circumstances, or cannot be carried out according to current opinion, perhaps my stubborn ignorance and obstinacy have not yet reached the level of proper discernment. I humbly pray that you will bestow clear teachings and instruct this fool - there would be no greater happiness than this.
