祖先已来御委任厚御依頼被為在候得共方今宇
内之形勢ヲ考察建白之旨趣尤ニ被思召候間被
食候尚天下と共ニ同心尽力ヲいたし異国ヲ推

震禁御沙汰候事
右事件外国一条は尽衆儀其外諸大名伺被仰出

御薄徳ヲ被為表御政権 朝廷え御帰被遊候御

十月
祖先以来御委任厚く御依頼されておりますが、方今宇内の形勢を考察し、建白の趣旨もっともと思召され候間、天下と共に同心して尽力し、異国を推持して安んじ奉るべし。
震禁御沙汰の事
右の事件、外国一条については衆議を尽くし、その他諸大名への伺い・仰せ出し等を朝廷において両役で取り扱い、その余の義については、左の諸侯が上京の上で御決定があるべし。それまでの所、支配・市中取締等はこれまでの通りにて、追って御沙汰のこと。

October
Although our ancestors have been entrusted with heavy responsibilities and great reliance has been placed upon us, considering the current situation throughout the realm, the purpose of this memorial is deemed most reasonable. Therefore, we shall work together with all under Heaven in unity and devotion to support foreign nations and ensure peace.
Imperial edict matter
Regarding the above matter, concerning foreign affairs, all opinions shall be exhausted, and other matters such as consultations with and proclamations to the various daimyo shall be handled by both offices at the Imperial Court. For other matters, decisions shall be made after the lords of the left come to Kyoto. Until then, territorial governance and urban policing shall continue as before, with further imperial edicts to follow.

On the occasion of this recent imperial will, His Majesty has thoroughly observed the situation throughout the realm and [seen that] the path of foreign intercourse has come to flourish greatly. Since having governmental authority divided into two channels would make it difficult to maintain the imperial order of our nation, this proclamation stems from His Majesty's far-sighted consideration to ensure lasting peace and stability. We are truly filled with reverence and gratitude. Particularly, [His Majesty] has taken upon himself all previous failures, acknowledged his own lack of virtue, and returned governmental authority to the Imperial Court.
