涕泣之至ニ候就而は此上益以御武備御充実ニ

現代語訳
文言等、臣子の身分より伺い奉れば、何とも恐れ入り候、涙を流すばかりでございます。つきましては、この上益々御武備の御充実にならなければ、格別に相成らない義でございます。各々におかれても少しも気を緩めることなく、前文の御趣意を貫き、御武意を張られるよう、一段と奮発して忠勤に励み、互いに申し合わせるべきでございます。
大根九十本付き一駄、四貫文より三千五、六百文位
十一月初めには一駄二貫文位に下がる。先日中あまりに高値のため買い手が全くございませんでした。江戸では一本百文より百五十文位とのことです。
当年は格別に諸国とも金詰まりで商いが全く無く、商人どもは一同大変困窮しております。
これまで酒一升一貫四、五百文より一貫七、八百文でしたが、この度のお達しで古酒一升一貫文、新酒一升八百文となりました。
下町通りで奥州大名の家来たちが日々大勢江戸へ上っております。

In this matter, it is absolutely essential that military preparations be further strengthened and expanded. Each of you must not relax your vigilance in the slightest, but rather penetrate the intent of the aforementioned proclamation, maintain military resolve, and exert yourselves with renewed vigor in loyal service, consulting with one another.
