この度、上方近国において浪人体の者が罷り越し、前もって察知する懸け合いがあり、中でも狼藉の働きをした者もいる趣が相聞こえます。右様の者が容易に御国の灘目へ罷り越すことはないはずですが、この御時節、万一のことで処々の川口から入り込み、又は灘目から上陸することも計り難いため、右の御取り究めの件について委細御触れ達しがありました。組村々を問わず何者であろうと相触れ、組切受書を取り揃えて提出するよう仰せ付けられ、畏まって右の御趣意を逐々相触れましたところ、別紙の通り畏まる旨の御請書を提出してまいりましたので、右の段を添書をもって指し上げます。以上

At this time, there have been reports of rōnin-like individuals moving about in the Kamigata region and nearby provinces, with prior intelligence regarding their activities, and among them we have heard that there are also those who have engaged in disorderly conduct. While it should be unlikely that such persons would easily cross over to our domain's coastal areas, given the current circumstances, it is difficult to predict whether they might infiltrate through various river mouths or land from the coastal areas. Therefore, detailed official notifications have been issued regarding this thorough investigation. We were ordered to notify all villages in our jurisdiction regardless of who they might be, and to collect and submit group acknowledgment letters. We humbly complied and systematically communicated this intent, and acknowledgment letters stating compliance have been submitted as shown in the attached documents.
