一享保十八丑十二月四日於江戸表御目付渥美新右衛門被為召御意被遊候は表侍中御使者等に罷出候節御貸馬何も乗心
悪敷旨彼是致評判候由御聞及被遊候右御貸馬共於馬場何も被為乗候処左まて悪敷所は無之様に思召候に付
猶又御門外にて癖なと不致候哉御馬方に被仰付試候処無相替儀候由面々馬不心掛候て不鍛錬之儀は不申御馬悪
敷様に申儀如何に思召候此段相考侍中へ最寄次第に相咄申候はゝ可然旨御意候付右之段最寄次第聞候ては
如何にも可有御座候間筆頭高坂武右衛門奈良左近右衛門御屋形へ相招其段可申聞旨新右衛門申上候処尤に思召候間無急
度申聞候様に被仰付尚又咄候様に申候は不図了簡違も可有之儀も難計候間上之思召をも相含申聞候様にとの儀に付
右之趣御請申上一応御家老中御用人中へも申達其上武右衛門左近右衛門へも為申聞候処奉畏候旨挨拶申聞候旨
但右之趣六日之立候御飛脚に申来由御国諸事留十二月十五日之処に有之
御法度所
一吉原廻り毎月一度御徒目付両人つゝ遣候事当時詰人減し候得共見合候て弐人つゝ
遣す指支候節は御徒目付一人に組用人指添遣す組かたの者は毎日両人つゝ相廻る堺町木挽
町も組之者毎日相廻事
一侍中品川辺砂理場辺江罷越候節御目付共迄相達る筈御用たりとも同様
但近年天龍寺正法寺抔へ御代参之節断無之
一吉原堺町木挽町組之者休所へ盆前并歳暮両度鳥目被下取扱組用人
承知致罷在候事
現代語訳
一、享保十八年丑年十二月四日、江戸表において御目付渥美新右衛門が召され、次のような御意を受けた。表侍中の御使者等が出向く際の御貸馬がいずれも乗り心地が悪い旨、あれこれと評判になっているとお聞き及びになった。右の御貸馬共を馬場において皆お乗りになったところ、それほど悪いところはないようにお思いになるにつき、なお又御門外にて癖などをしないかどうか御馬方に申し付けて試したところ、変わりないとのこと。各々が馬に心掛けをせずに不鍛錬ということではなく、御馬が悪いように申すことをいかがにお思いになる。この段を考えて侍中へ最寄り次第に話し申すならば然るべき旨の御意があったため、右の段を最寄り次第聞くのはいかがなものかと思うので、筆頭高坂武右衛門・奈良左近右衛門を御屋形へ招いてその段を申し聞かせるべき旨、新右衛門が申し上げたところ、もっともにお思いになるので、厳重ではなく申し聞かせるよう申し付けられ、なお又話すように申すには、ふと了見違いもあるかもしれない事も計り難いので、上の思召をも含めて申し聞かせるようにとのことにつき、右の趣を御請け申し上げ、一応御家老中・御用人中へも申し達し、その上で武右衛門・左近右衛門へも申し聞かせたところ、畏れ入る旨の挨拶を申し聞いた旨。
但し右の趣は六日に立った御飛脚で申し来たとのことで、御国諸事留十二月十五日のところにある。
御法度所
一、吉原回りは毎月一度御徒目付両人ずつ遣わすこと。当時詰人を減らしているが、見合わせて二人ずつ遣わし、差し支える節は御徒目付一人に組用人を指し添えて遣わす。組方の者は毎日両人ずつ相回る。堺町・木挽町も組の者が毎日相回ること。
一、侍中が品川辺り・砂利場辺りへ出向く節は御目付共まで届け出る筈。御用であっても同様。
但し近年天龍寺・正法寺等への御代参の節は断りがない。
一、吉原・堺町・木挽町の組の者の休所へ、盆前並びに歳暮の両度、鳥目を下される取扱いを組用人が承知して罷り在ること。

1. On the 4th day of the 12th month of Kyōhō 18 (1733), Year of the Ox, at Edo, Inspector (metsuke) Atsumi Shinuemon was summoned and received the following directive: It has come to His Lordship's attention that there are various complaints about the poor quality of the horses lent to samurai messengers when they go on official business. When His Lordship personally rode these same horses at the riding grounds, he found nothing particularly wrong with them. Furthermore, when the stable masters were ordered to test whether the horses might misbehave outside the gates, they reported no problems. Since it is not a matter of the retainers' lack of training or care in horsemanship, His Lordship questioned why they would speak ill of the horses. He ordered that this matter be discussed with the samurai at the first opportunity. However, Shinuemon suggested that rather than speaking to them casually, it would be better to summon the senior retainers Takasaka Buuemon and Nara Sakoemon to the residence to discuss this matter formally. His Lordship agreed, ordering that they be spoken to, though not too severely. He also instructed that since misunderstandings might arise, His Lordship's intentions should be clearly conveyed. Shinuemon acknowledged these orders, reported to the senior councilors and chamberlains, and then spoke with Buuemon and Sakoemon, who responded respectfully.

Prohibited Areas
1. Regarding Yoshiwara inspections: Two foot inspectors (o-kachi metsuke) are sent once monthly. Although the number of stationed personnel has been reduced, two should still be sent when possible. When this is not feasible, one foot inspector should be sent with an assistant (kumi-yōnin). Group members patrol daily in pairs. Sakai-chō and Kobiki-chō are also patrolled daily by group members.
1. When samurai visit areas around Shinagawa or the gravel pits, they must report to the inspectors. This applies even for official business.
Note: In recent years, no notification has been required for proxy worship at Tenryū-ji, Shōbō-ji, and similar temples.
1. For those assigned to Yoshiwara, Sakai-chō, and Kobiki-chō rest stations: Money (chōmoku) is distributed twice yearly - before the Bon festival and at year-end. This is handled by group supervisors who are responsible for this arrangement.
