Item: On the night of the fifteenth, at the Hour of the Dog (around 8 p.m.), the Onmyōryō (Bureau of Divination/Yin-Yang Office) planned to conduct a jichinsai (ground-purification ceremony), and those concerned dressed in court robes (ikan) and proceeded to the shrine precincts. The former Shōhōri (Chief Priest) Kaan served as the instructor and guide. However, since the raising of the pillars (hashira-date) was scheduled for the following morning at the Hour of the Dragon (around 8 a.m.), the carpenters had already placed the timber for the odooi (earthen embankment/ritual platform) that very evening, covered it with sedge mats (sugagomo), and placed protective coverings (osoi) on top. Upon seeing this situation, Kaan and the Onmyōryō officials were utterly astonished, and stated that "a jichinsai cannot be performed while the odooi timbers are in place; we should consult with the sōchū (general assembly) and consider whether the ceremony could be conducted outside the sacred fence (mikaki)." With that, the messenger of the Onmyō office, Samanosuke Toshisada, addressed those who had assembled at the time — namely Ōinokami, Mimasaka no Kami, Nuinonosuke, and among younger members, Ujisada, Ujifuyu, Hogaku, Tomonao, Ujiyuki, and others — in the sukiro (open corridor) regarding what should be done.
Those who had assembled replied: "Although preparations for the jichinsai had been underway, the site should have been assessed privately in advance, and all matters should have been arranged beforehand — yet this has been brought up so suddenly. Furthermore, this matter is difficult to determine, and moreover, as it concerns the will of the gods (shinryo), we cannot presume to give any direction in the matter." Thus, with no other recourse, the matter was conveyed to the satanin (administrative officials), and a meeting of the kosashizoe (a subgroup of officials) was held at the Eidō (the memorial hall). The reply from that meeting was likewise the same: "Since this is not an ordinary matter, it is of the utmost importance that each party conduct themselves diligently so as not to incur divine punishment (shinbatsu)." On account of these circumstances, matters gradually extended until cockcrow (dawn), with the members of the Onmyō lineage gathering in numbers, apparently deliberating over the situation, and furthermore —
