【上段】
北青柳などの各地では、それぞれ約200人に対し、一人一日あたり玄米一合の割合で給与した。彦根では米一升が14銭まで値上がりしたが、米穀取引所の役員と仲買人の尽力により、11日から一升11銭8厘の割合で売り出した。ただし、一人につき3升以上は販売しないこととした。高宮は水害が特に甚だしく、犬上川の堤防が決壊して川の流れが高宮の市街地へと向かい、そのために14〜15戸が流失したため、知事に打電して技師の派遣と防御設計を要請した。11日の夜などは村全体が流失するのではないかと大騒ぎとなった。大藪村では、一方では犬上川の堤防が決壊して濁流が侵入し、続いて芹川の堤防も決壊して同村に氾濫し、さらに琵琶湖の水が次第に増水するという、三方からの攻撃を受けた。学校は半壊状態でほぼ倒壊寸前となり、役場の職員も一時は水勢が猛烈なため救助することができなかった。八坂・須越・三屋の住民は老人や子どもを先に隣村の日夏・南青柳などへ避難させたが、日夏・南青柳もまた続けて浸水してきたため、人を救助する余裕もなく、避難してきた人々に立ち退きを求めた。そのため八坂などの住民は再び川瀬・亀山などへ向かって立ち退いた。東甲羅村には溜池が14か所あったが、山が崩れて溜池12か所は埋没して山となり、道路も塞がれて通行不能となった。同村で有名な西明寺においては、2抱えも3抱えもあるような老杉や巨大な檜が本堂に倒れかかり、貴重な宝物や衣・袈裟などが多く毀損・流失し、今後の回復・維持の見込みはないとのことである。脇が畝・芹谷では山崩れが多くあった。元来この地は山間にあり、住民は柴や薪を取って彦根などに出て米と交換する慣習があったが、この崩壊により道路が塞がれ、ほとんど生業を失いそうな状態となった。犬上川では犬上橋・高宮橋の2橋が流失し、芹川では大堀橋・芹橋の2橋も同様に流失した。久徳村では人家の流失が多数あったという。彦根町の浸水した町名は概略次の通りである（⦿印をつけたのはその被害が最も甚だしいものである）。

【Upper Section】
In Kita-Aoyagi and other areas, approximately 200 people each received a ration of one gō (about 180ml) of unpolished rice per person per day. In Hikone, the price of rice rose to 14 sen per shō (about 1.8 liters), but thanks to the efforts of the Rice Exchange officials and brokers, from the 11th onwards, rice was sold at 11 sen and 8 rin per shō. However, no more than 3 shō would be sold to any one person. Takamiya suffered particularly severe flood damage: the Inugami River broke through its banks and the flow turned toward the town of Takamiya, causing 14 to 15 houses to be swept away. A telegram was sent to the governor requesting the dispatch of engineers and planning for flood defenses. On the night of the 11th, there was great panic that the entire village might be swept away. In Ōyabu Village, the embankment of the Inugami River collapsed on one side, allowing muddy floodwaters to pour in; then the embankment of the Seri River also broke, flooding the same village; and on yet another side, the waters of Lake Biwa gradually rose — the village was thus attacked from three directions. The school was half-destroyed and on the verge of complete collapse. Village office staff were temporarily unable to conduct rescues due to the ferocity of the floodwaters. The residents of Yasaka, Sukoshi, and Mitsuya evacuated their elderly and young to the neighboring villages of Hinatsu and Minami-Aoyagi first, but Hinatsu and Minami-Aoyagi also became flooded in succession, leaving no capacity to receive refugees. Those who had fled were asked to move on, so the residents of Yasaka and other areas withdrew once more toward Kawase, Kameyama, and other locations. Higashi-Kōra Village had 14 irrigation ponds, but when the mountain collapsed, 12 of these ponds were buried and became part of the mountain, and the roads were completely blocked and impassable. At the well-known temple of Saimyōji in this village, massive old cedar and cypress trees — some requiring two or three people's arm spans to encircle — fell against the main hall, and many precious treasures, robes, and Buddhist vestments were damaged or swept away; there is reportedly no prospect of recovery or preservation in the future. In Wakigauné and Seritani, there were many landslides. These areas are located in mountain valleys, where residents traditionally gathered firewood and brushwood to trade for rice in Hikone and other towns; due to the collapse of roads, they have nearly lost their livelihoods entirely. On the Inugami River, the two bridges of Inugami and Takamiya were swept away; on the Seri River, the two bridges of Ōhori and Seri were similarly lost. In Imazu, Takashima District, out of more than 500 households in total, barely more than 20 households escaped flooding. The damage in this area was greatly magnified by the flooding on the 7th and the storm on the 11th. With the exception of a small stretch of about half a chō (approximately 55 meters) near the combined branch office of the district office and tax collection bureau, the entire town was flooded. Most residents of the town evacuated to higher ground. However, those who remained in their homes to protect their belongings and were living on the second floors were not only suffering from a lack of food, but reportedly the most acute source of distress was an unbearable thirst.
