One item: The charcoal-burners who petitioned in the past Year of the Rabbit (卯年) have been paying an annual tax (unjo) of 30 ryō and continuing their charcoal-burning operations. When they came forward this spring to request food provisions (fushoku), they had no particular understanding that they would be required to continue paying 30 ryō annually, and thus they petitioned accordingly. However, as the single mountain in question has reached its limit, and all the charcoal-burners have come forward in a state of financial hardship, we humbly request, by your compassionate consideration, that the tax name and rate be reduced to 10 ryō per year, as it had been previously. We beg this most earnestly.
