The records and items were preserved in their entirety going back from the Tenshō era to the Kōji era, and therefore, although there are established rules for the management (haichi) of woven fabrics such as ritual garments (oshōzoku), there is no instance of anyone having taken these items. In such ambiguous cases, matters are handled through consultation among those concerned, according to the circumstances of the time. However, at the time of the annual winter presentation of divine garments (o-shinfuku chōshin), there is an established chain of management extending from the administrators (azukari) down to the bettō (superintendent). The eleventh of last month was the day of the festival (o-matsuri). Therefore, the tenth was the day of cleaning (o-sōji). However, since the old shrine hall had been demolished by the tenth, there was mockery and criticism from many people. During such a period of festival observance, it is the rule (shahō) of the shrine — which is to be respected as inviolable (funyū) — that the sounding of musical instruments and other such things in the surrounding area be suspended throughout that month. (Violating this rule) while carpenters, day laborers, and especially large numbers of people from Kyoto had gathered to tear down the shrine hall drew sharp criticism. The 18th day: The extraordinary festival (rinji-sai) was held as usual. This year, for the first time, two salted sea bream (shio-tai) each were presented as offerings to the eight shrines (hachi-sha) for the inner sanctum. This was offered as a gesture of goodwill from among the shōjin-gashira (those responsible for ritual purity and provisions), funded from surplus rice (yomai). Since today's offerings covered both the main shrine (hon-miya) and the auxiliary shrine (gon-den), there were twenty-four bream in total. Nevertheless, for the lower-ranking officials (matsushoku), to receive four bream each as the "upper six" at the administrative office (chōya) through the usual [procedure] is an utterly improper matter. Many people criticized this, saying that such a practice should certainly not be continued hereafter. It is said that the bream presented this evening were shared as naorai (the ritual meal following an offering) — one bream each — among the negi (senior priests) and hafuri (junior priests) of each respective shrine.
