Officials from the Tonomo-ryō (主殿寮, the Bureau of Palace Upkeep) arrived and performed their duties.
Next, the official in charge of fires was ordered to prepare the garden fires (庭燎, niwabi), which were tended by the palace guards (衛士). The curtains were drawn tight
Next, the sacred treasures (神宝) were offered and placed in the inner sanctum (御内陣). They were then passed along in order (from the direction of the Negi officiants):
First in order: the sacred sword (in its bag), the sacred halberd (御鉾), the sacred bow (御弓), two sacred offerings (御幣, being silk offerings), and two large jars (大瓶). However, this was done only after first placing the sacred dining platform (御台盤) and the eight-legged stands (八脚台), and the rest followed thereafter.
Next, Lord Hōchō (方長卿) exited the Imikoya (忌子屋, the ritual purity house) and proceeded to the area in front of the two cone-shaped sand mounds (立砂) at the middle gate. The Bureau of Sweeping (掃部寮, Kamon-ryō) had arranged a seat there, with lantern stands erected on both left and right sides with fires lit. There was a bow while removing shoes (沓揖), a bow upon taking one's seat (座揖), and two prostrations (二拝), after which the imperial proclamation (宣命, senmyō) was read aloud. This proclamation was held alongside the ritual baton (笏, shaku) and was read in a processional manner.
When the reading was complete, the chief priest approached from the west side to receive it. The reader of the proclamation did not approach from the other side. A copy of the proclamation can be found in the section dated the fourteenth day of the tenth month.
Next, the sacred offerings (御奉幣) were presented, the two shrines [or parties] bowed together (並拝), a return blessing (返祝, kaeshinori) was performed, and then they retired back to the Imikoya. The court nobles (公卿) were seated on mats with green borders (緑縁), while those at the Imperial Courier's seat (弁座) and the messengers used mats with yellow borders (黄縁) of half-width, and below them the clerical officials (史生) used only rush matting (薦).
Next, the official of the Imperial Courier (弁殿) and the vice-official (次官) received the sacred offerings. Next, the chief priest did likewise.
Next, a request was made to receive the offering goods (幣物), but since the person responsible for the handover (渡人) had departed and there was no one available, the items were brought in still sealed. Ten clan members (氏人) who were in ritual seclusion (参籠) carried them inside [the shrine], passed through from the area of worship (御拝), through the ritualist's house (祝屋, hafuriya), and placed them in the inner recesses.
