…候次第につき、時節を伺い愁訴申し上げるべく覚悟しておりましたところ、このたび王政復古・万機御一新の運に当たり、東辺西陲（とうへんせいすい）いずれも皇化に帰し、天下億兆の民が鴻恩に浴する折柄でございますれば、何とぞ、
先聖（先代の天皇方）の御叡慮を御紹述遊ばされ下さいますよう、殊には、当春、当宮の葵祭・事始の節に「神領再興の儀、早くその沙汰を致すべき」旨、仰せ出だされた御儀もございますれば、格別の御敬神をもって、中古以来零落に及んでおります神領を復古成し下され、年中の諸神事をはじめ、日供・神饌等を旧規の通り執行できますよう仰せ付け下さいますれば、いよいよ天下泰平・玉体安穏の御祈祷に丹誠を抽んで奉ることと、重々ありがたい仕合わせと存じ奉ります。これにより一社一同、この段謹んで願い上げ奉ります。以上。

社記に云わく、
聖武天皇
天平二年十二月十四日、御手代田（みてしろた）一町を充て奉る。
右は御戸代会（おとしろえ）の御神事料なり。よってこの時より御戸代会の御神事始めて行われる。

【Petition from Kamo Shrine for the Restoration of Shrine Lands】
...Given these circumstances, we had resolved to await the right moment to present our grievances. Now, as the great transformation of the Restoration of Imperial Rule and the renewal of all governance has come to pass, and all lands from east to west have returned to the Imperial way, and the countless people of the realm are bathing in the Emperor's great benevolence — we humbly beseech you:
Please uphold and continue the gracious intentions of the former sacred emperors. In particular, as a decree was issued this past spring at the time of the Aoi Festival commencement at our shrine, stating that "the matter of the restoration of shrine lands shall be promptly attended to," we earnestly request that, out of special reverence for the gods, the shrine lands that have fallen into decline since the middle ages be restored to us, so that the various annual religious rites, as well as the daily offerings and sacred food offerings, may be conducted as per the old regulations. Should this be granted, we shall devote our utmost sincerity in prayers for the peace of the realm and the safety of the Imperial person — a circumstance for which we would be most deeply grateful. Therefore, we, the representatives of the shrine community, most respectfully present this petition. Respectfully submitted.

【Record of the Years and Procedures of Land Grants to Kamo Imperial Grand Shrine】
According to the shrine records:
Emperor Shōmu:
On the 14th day of the 12th month of Tenpyō 2 (730 CE), one chō of miteshiro-ta (御手代田; sacred proxy rice fields) was granted.
The above is [the land] for the expenses of the Otoshiroe ritual (御戸代会). Accordingly, from this time, the Otoshiroe ritual was first performed.
