上伊那郡役所位置を諮問することについて
上伊那郡役所の位置を諮問する主旨
郡役所の位置を定めるには、被統治者の便利不便と統治の得失という二つの観点を考慮しなければならない。高遠は旧藩政の行われた所であり、市街地として本郡の筆頭に位置するものの、その地理的位置が中央にないため、完全な立地とは言えない。伊那村は比較的中央の地位を占めているが、市街地としての体裁に見るべきものが乏しく、本郡の中心となるべき地ではない。これもまた完全とは言えない。結局のところ、こちらに便利なものは向こうには不便であり、向こうで得られるものはこちらで失うという難点を免れない。これがその位置を暫く仮設とする理由である。そしてこれを最終決定するのは当然県庁の権限内にあって、町村において可否を決めるべきものではないが、広く町村の意見を聞き、その公議の向かう所を参考にして決定しようとするものである。各総代人はよくこの趣旨を理解し、建議するところがあれば述べよ。

Regarding the Consultation on the Location of Kami-Ina County Office
Main Purpose of Consulting on the Location of Kami-Ina County Office:
To determine the location of the county office, two considerations must be taken into account: the convenience or inconvenience for the governed people, and the advantages and disadvantages for administration. Takato, being the former seat of domain administration and standing as the premier town of this county, cannot be considered a perfect location because it is not geographically central. Ina Village, though occupying a relatively central position, lacks impressive urban development and is not suitable as the center of this county, thus it too cannot be considered perfect. Ultimately, what is convenient for one side proves inconvenient for the other, and what is gained on one side is lost on the other - this difficulty cannot be avoided. This is why the location is temporarily designated as provisional. While the final decision naturally lies within the authority of the prefectural government and is not something for towns and villages to decide, we seek to broadly gather opinions from towns and villages and use the direction of public discussion as reference for the decision. Each representative should thoroughly understand this purpose and present any recommendations they may have.
