Item: On the fifth day of the sixth month, in order to convey the contents of the following written notice to Doronohara and Shinbo-ura, the instructions were conveyed from the senior retainers (karō) to the district magistrate (kōri bugyō) Muso Gonzaemon (Shigeyoshi), and the written notice was handed over.
Memorandum
On this occasion, it has been ordered that the toiya brokers (toiamaru) of Mikuni port shall collect the port tariffs (kuchi-sen) on cargo and various goods carried by vessels entering and leaving from other provinces. Accordingly, you are hereby instructed to have the toiya brokers examine and collect the tariffs on timber and various commercial goods carried by vessels from the areas of Doronohara and Shinbo-ura under your jurisdiction that are engaged in trade with other provinces. The group leaders (kumigashira) of Shinbo-ura shall conduct inspections to ensure that the manifests of ship cargoes are accurate and without discrepancy, and [the documents] shall be submitted to the timber officials of Mikuni and the toiya brokers of Mikuni—
