Mikawa-no-kami stopped by Nijō residence on his way back, departing separately from Nakajuku. After the representatives returned home, a meeting was held.
Meeting Attendees:
1. Yasushi delivered a speech on the above matters, stating that if today's petition is not accepted, it is utterly beyond words. If left as is, the ancient protocol of the Ladies'御奉書 and other old documents would become meaningless, so after consultation, another petition should be made. Since tonight there is sacred music and no one is at home, perhaps tomorrow morning would be appropriate for the petition, or alternatively, after today's petition is returned tomorrow, a formal lament could be submitted. Since there are few people available and Yasushige is also absent, it was unanimously decided that a small meeting should be convened tomorrow for consultation.
2. Since Yasushige had been mindful of this matter all along, after consulting with Masahisa, Naokata the scribe was urgently dispatched today to privately consult with Hamaji Shūzen at Lord Hirohashi's residence. Consequently, the acting scribe Fuminori was sent from among the officials and appeared today.
3. Mikawa-no-kami and Kii-no-kami, who are in charge of water matters, have been making daily rounds of the paddies since the beginning of rice planting, and at this time appear to be making rounds both day and night.
4. Today's water watch team (6th group) consisted of Moriaки and Yasushi, from the hour of the Rooster (6 PM) to the hour of the Rat (midnight). Since Kiyotomo of Hizen-no-kami had been requested as a substitute for Yasushi, Masamaru and Yoruaki served as substitutes instead. The substitute for Moriaки was Yasushitaga. The location was the Nakajima Tōda irrigation ditch.
25th Day, Tsuchinoe, Cloudy — Large Evening Thunderstorm in the Afternoon
1. Today there is a small meeting. Attendees:
1. Regarding yesterday's petition — whether to appear again today for further inquiry, or to draft a written lament and submit it as a petition — deliberations covered various opinions. In the end, for this instance of water, the form of "grant received" has been maintained in terms of protocol even without actual water. If so, perhaps it would be appropriate to return the grant to Koyama village today; or alternatively, since Koyama village's allocation runs only through today, from tomorrow the allocation could be received by one [party], with six parts distributed to Nakamura and four parts to Koyama, and the return of the grant could follow after a day or two. Various deliberations were held but all had difficulties. Since attendance was thin and Yasushige, Kuniuji, and others were absent, it was unanimously decided that thorough consultation should continue until evening, with a complete return of the grant being acceptable.
2. According to Mikawa-no-kami's address, the planting work in Hongō district is mostly complete and should be finished within today. Furthermore, the water officials will be informed this evening. The water officials will withdraw from tonight, resting through the night and the following day and night. It is desired that sake be provided for them. Since they worked exceptionally hard, it was suggested that a small reward be given. In previous years, one tō [of sake] each was given. This year it seems that the same amount will not suffice. A request will be made later, but for now, one kanmon in cash should be given as sake money. This was communicated to the meeting hall.
3. Regarding the petition of Ōno farmers for lower water [rights].
4. Regarding the performance of a rain prayer ceremony: Although the paddies have been planted more broadly than usual, the sufficiency of irrigation water is uncertain. The precedent is to wait three days after the completion of large paddy work, then perform the rain prayer. The consensus was that it should be convened as soon as possible. Since the rain prayer matter was too significant to be decided at the small meeting, a large meeting was held after the midday meal.
5. After the small meeting concluded and the midday meal was taken, a meeting of elders and youth was held. The accounting ledger for the fourth month from the officials was submitted as per usual custom. Attendees of elders and youth meeting:
