 未ノ刻比大寄会出席 一先刻小寄会有之雨乞之義粗御相談有之候如何御執行可被成哉 評ニ御尤ニ思召候  当時御祈祷中ニ候へハ御神事被成候事故明後廿七日ニ治定也 一寄会中大野百姓罷出願候ハ只今私田へ水仕懸植付仕度候所上之田主ハ  大方合点致呉候得とも南厨子町岡部三郎兵衛一人邪魔被致既ニ申分ニも  及申候何卒被仰付邪魔不致水下呉候様ニと御申付奉願候由也依之会所  早々三郎兵衛御招此段御呵被成由申付也 一大野掛末田之作人共下水願之事 廿三日之日記ニ紛出候也可見合 一本郷水役人共御届ニ参上今日迄ニ本郷掛不残植付仕廻し候由也依之今日夜中ゟ  以後朝迄ハ私共も引退休息仕度候水御番之義も今晩ゟ明日昼夜  御休被下明後廿七日卯ノ刻ゟ御出被遊可被下之願也 一十手若役中被招来ル廿七日雨乞執行之事并水番今晩ゟ明日昼夜ハ  被止事被申渡也 一広橋家浜路主膳ゟ直安方へ手紙到来得御意度義候間唯今可被参  之旨也依之即刻被参也依之執筆代国清也 一直安昨日之時宜浜路氏委細得心候而今日早々罷出大納言殿へ可申上之由也 一明朝飯後早々小寄会御催御用水返献之御相談可被成也保韶邦氏等出席  無之□□ハ御評義も難決候間職中今晩保韶へ被参明日ハ少々御用御座候共  是非ニ御出席可被成段申入可被置之旨一両輩御心付ニ而則躬清保韶へ  被参候而被申入候処とかく出席不被致返答故段々理を分言語を尽し  被申候ヘハ然ハ可罷出候併御物語申事有之由ニ而被申聞ハ此間私被官同前  之者罷越申候ハ此間三若大夫殿去御席之御歴々之方へ御越被成此度之被仰付候  罰是迄不及承義扨々難義仕候如何之御評議ニ而ケ様ニ被仰付候哉と被恨候口上ニ  有之候処彼御歴々様被仰候ハ何卒事軽済し申度色々と申候得とも何分  宮内大輔一人不被致合点被申募候故右之通と御申候由承申候とかく余り  何事も不被仰候様ニ可被成と異見申呉候拙者申ハ此義は其方共中〳〵存候  事にてハ無之候一統御評義之事故手前一人申候とて衆中合点不被致候へハ  評決も難成衆中御合点ニても此方不得心候へハ又々存寄をも申演候て何  事も一統之評決ニ候へハ其方共之存候事ニハ無之候と申遣し候拙者義ハ  其節川表へハ不参三若大夫いかよふの体ニ而被居候哉■■不存候しかし  此後御制道も難立義と御一統被仰事故右之通ニ申入候近比御未練之  思召にて何とも心外ニ存候ケ様之義共故出席も気のとくニ存候出席致候  からハ存寄ハ一言も不申入候へハ尚以衆中之思召もいかゝニ候申候へハケ様□  御沙汰ニ預り扨〳〵不得其意義候一通り之御方ニても不届成思召ニ候増而  日夜朝昼御出合申万事御間も申合セ候御歴々甚不聞御事ニて候

現代語訳

未の刻頃、大寄合出席者。 一、先刻小寄合があり、雨乞いの義についておおよそ御相談があった。いかように御執行なさるべきかとの評議に、御尤もと思し召される。当時御祈祷中であるので御神事をなさることとなり、明後日二十七日に治定した。 一、寄合中に大野百姓が罷り出て願い申すには、「只今、私の田へ水を仕掛けて植付けをしたいところ、上の田主はおおかた合点してくれているが、南厨子町の岡部三郎兵衛一人が邪魔をして、既に口論にも及んでいる。何とか仰せ付けて、邪魔をせず水を下してくれるよう御申し付け願いたい」とのことである。よって会所より早々に三郎兵衛を御招きになり、この段を御叱りなさるよう申し付けた。 一、大野掛り末田の作人共、下水願いの事。二十三日の日記に紛れ出ているので見合わせるべし。 一、本郷の水役人共が御届けに参上し、今日までに本郷掛りの田を残らず植付け仕舞ったとのことである。よって今日の夜中以後、朝までは自分たちも引き退いて休息したい。水番の義も今晩から明日の昼夜は御休みを下され、明後日二十七日の卯の刻から御出でなさるようにとの願いである。 一、十手若役中を御招きになり、来る二十七日の雨乞い執行の事、並びに水番を今晩から明日昼夜は止める事を申し渡した。 一、広橋家の浜路主膳より直安方へ手紙が到来し、御意を得たいことがあるので只今参上すべしとのことである。よって即刻参上した。よって執筆代は国清である。 一、直安は昨日の様子を浜路氏に委細得心させ、今日早々に罷り出て大納言殿へ申し上げるとのことである。 一、明朝、飯後早々に小寄合を御催しになり、御用水返献の御相談をなさるべきである。保韶・邦氏等の出席がなければ御評議も決し難いので、職中が今晩保韶の方へ参られ、明日は少々御用があるとしても是非とも御出席なさるよう申し入れておくべしとのことで、一両輩が御心付けになり、すなわち躬清が保韶の方へ参って申し入れたところ、とかく出席しないとの返答があった。よって段々と理を分け言葉を尽くして申し聞かせたところ、「それでは罷り出ましょう」とのことになった。しかし御物語申すことがあるとのことで申し聞かせるには、この間、私の被官同前の者が罷り越して申すには、「この間、三若大夫殿は御席を去られ、御歴々の方々の御許へ越されて、この度の仰せ付けの罰について、これまで承ったことのないことで、さてさて難義をしている。いかなる御評議でかようにお申し付けになったのか」と恨む口上があった。そこで、かの御歴々様が仰せになるには、「何とか事を軽く済ませたいと色々と申したけれども、何分、宮内大輔一人が合点せず申し募るので右の通りになった」と仰せになった由、承った。とかく余りあれこれ仰せにならないようになさるべきと異見を申してくれた。拙者が申すには、「この義はあなた方が中々存じているようなことではない。一統御評議のことであるから、自分一人が申したとて衆中が合点しなければ評決も成り難く、衆中が御合点でも、こちらが得心しなければ、また存寄りを申し演じて、何事も一統の評決となるのであり、あなた方が存じているようなことではない」と申し遣わした。拙者の義は、その節川表へは参らず、三若大夫がどのような体でおられたのか、知らない。しかしこの後、御制道も立ち難い義と一統が仰せになることであるから、右の通りに申し入れた。近頃御未練の思し召しで何とも心外に存ずる。かような義があるから出席も気の毒に存ずる。出席致してからは、存寄りを一言も申し入れなければ、なおもって衆中の思し召しはいかがかと申せば、かように御沙汰に預かりさてさて得心しかねる義である。一通りの御方でも不届きな思し召しであるのに、増して日夜朝昼御出合い申し、万事御間も申し合わせております御歴々が、甚だ聞き難いことである。

Around the Hour of the Goat (approximately 2 PM), attendees of the large meeting: 1. A small meeting was held earlier, and there was general discussion regarding the rain prayer ceremony. As to how it should be conducted, the council found it appropriate. Since prayers are currently being offered, it was decided that a Shinto ritual should be performed, and the ceremony was formally set for the day after tomorrow, the 27th. 2. During the meeting, farmers from Ōno appeared and made a petition, stating: "We wish to direct water to our paddies and begin planting, and while most of the landowners above us have consented, one person — Okabe Saburōbei of Minami-zushi-machi — is obstructing us, and the matter has already come to a dispute. We humbly request that you order him to stop interfering and allow the water to flow down to us." Accordingly, the meeting hall promptly summoned Saburōbei and instructed that he be reprimanded on this matter. 3. Regarding the petition of tenant farmers of the lower paddies in the Ōno district for water rights. This appears to have been mixed up with the diary entry of the 23rd; that entry should be consulted. 4. The water officials from Hongō district came to report that the planting of all paddies in the Hongō district had been completed by today. Accordingly, they requested that they be allowed to withdraw and rest from tonight through the morning, that water watch duties be suspended from tonight through tomorrow day and night, and that watch duties resume from the Hour of the Hare (approximately 6 AM) on the 27th, the day after tomorrow. 5. The junior officials of the Jitte corps were summoned, and they were informed of the execution of the rain prayer ceremony on the coming 27th, as well as the suspension of water watch duties from tonight through tomorrow day and night. 6. A letter arrived at Naokata's residence from Hamaji Shūzen of the Hirohashi household, stating that he wished to consult on a matter and requesting an immediate visit. Accordingly, Naokata visited at once. In his absence, the acting scribe was Kunikiyo. 7. Naokata had fully explained yesterday's circumstances to Hamaji, who indicated that he would appear early today and report to the Lord Dainagon. 8. Early the following morning, after breakfast, a small meeting should be convened to deliberate on the return of the water grant. Since it would be difficult to reach a decision without the attendance of Yasushige, Kuniuji, and others, the officials decided to visit Yasushige that evening to request that he attend tomorrow no matter what other commitments he might have. One or two members took it upon themselves to do so, and accordingly Mikiyo went to Yasushige's residence to make the request. However, Yasushige initially gave a reply that he would not attend regardless. After explaining matters at length with reasoned arguments, Yasushige relented, saying "Very well, I will attend." However, he said he had something to tell them, and proceeded to relay the following: In recent days, a person in his employ had come to him and reported that Miyaka Tayū had left his seat and called upon various prominent members of the council, lamenting about the punishment ordered this time, saying "I have never heard of such a thing before — this is truly distressing. Through what deliberations was such a ruling handed down?" In response, those eminent persons reportedly said, "We tried in various ways to have the matter resolved lightly, but since Kunai-no-taifu alone refused to agree and continued pressing his position, it ended up as it did." Yasushige said he had received this account and had been advised not to speak too much about matters. Yasushige then stated: "This matter is not something you [i.e., the intermediary] readily understands. Everything is decided by collective deliberation — even if I alone propose something, it cannot be decided without the agreement of the assembly. Conversely, even if the assembly agrees but I am not convinced, I will continue to put forward my views. All decisions are made collectively, and this is not simply a matter within your understanding." He said he conveyed this message to the person. As for himself, he had not gone to the riverbank at the time and did not know what state Miyaka Tayū had been in. Nevertheless, since the assembly as a whole deemed that further disciplinary authority would be difficult to maintain, he had relayed the message as above. He found it truly regrettable to be regarded with such lack of trust in recent times, and felt resentment at heart. He also stated that it was with some reluctance that he attended meetings, because even when he attended and did not voice a single opinion, the assembly still questioned his motives. He said that to receive such censure was truly incomprehensible to him. Even an ordinary person would find such suspicion inappropriate, let alone the eminent members who meet with him morning and night, day and evening, and consult on all matters together — it was truly something difficult to hear.
