Castle personnel shall pass according to the written instructions on the separate paper.
1. Female attendants may pass by palanquin, vehicle, or on foot, but if there is prior notification, they may pass both ways. Otherwise, they shall not pass.
1. For all official business passages of lower-ranking stipend recipients, retainer escorts, and others, those without suspicious appearance need not be examined. Among these, those of lower rank shall present wooden tags and seal impressions from their supervisors or commanders for examination before entering or leaving.
1. When bringing various goods into the castle, permission must be received and recorded before passage. When taking goods out of the castle, passage shall be granted with notification or written orders from the relevant supervisor or department. For such cases, proof seals shall be retained as per the separate written instructions. Basket carriers on duty shall be examined using their individual name tags. In general, lower ranks passing through wearing hoods, red cotton caps, wooden clogs, or geta shall be prohibited.
Note: Refugees, mentally disturbed persons, and those intoxicated shall not be admitted. Loose horses shall be stopped from entering or leaving.
1. Since samurai and others should refrain from passing through between Taiko Gate and Kiritte Gate for private purposes due to it being a shortcut route, if there are those of lower rank who carelessly attempt to pass through, they shall not be permitted.
However, travel to and from the lord's quarters is a separate matter.
1. For entry and exit related to firearms from the weapons storehouse on official business, passage shall be granted with written orders from the relevant department. All other firearms shall absolutely not be permitted within the castle.
However, when samurai individually bring out firearms for inspection, this is a separate matter.
1. Not only people from other domains, but also those from public lands and other territories - monks, laypeople, men, and women without distinction - shall absolutely not be permitted passage. Even those from our domain who have no official business shall not pass. While this matter is to be examined at both Geba and Kiritte Gates, if someone should slip through the examination and pass, without hesitation before or after, conduct an inquiry and assign the next duty guard to escort them back to whichever of the two guard posts they passed through.
Note: When the lord is in Edo, if Matsugata's messenger Shichizō comes to the guard post, first notify the guard post and then allow passage.
1. When anyone in the castle, from the lowest servants to the lower ranks of retainers, becomes ill or injured and exits the gate by palanquin or vehicle, notification must be received from their supervisor or master, and notification given to the inspectors. If it is reported that they are being transported by palanquin or vehicle, acknowledge this and observe the situation before allowing passage.

1. When artisans, day laborers, and people from towns and villages arrive and such situations arise, examine and allow passage according to the notification procedures mentioned above.
1. For palanquins and vehicles leaving from inside, regardless of gender or rank, notification must be received from that location before allowing passage. However, if anything appears suspicious, examine the inside of the vehicle before allowing passage.
1. If fights, arguments, or other unexpected incidents naturally occur within the castle, those entering or leaving regarding such matters - not only the lowest ranks but even samurai - shall not be permitted to pass carelessly. Follow the instructions of the inspectors.
1. For those passing from Taiko Gate to Kiritte Gate in the evening, if both gates become locked during this time, acknowledge the situation. If it is merely due to unfamiliarity, they should immediately exit from the gate they entered. If there are suspicious circumstances, detain them and report to the inspectors.
1. After the gates are closed at night, regardless of official or private business, from samurai to the lowest servants, all coming and going must be examined by the guards with direct notification or written orders. For the middle partition gate, assign an ashigaru to accompany and report.
1. During nighttime falconry expeditions, those on horse duty may pass as before. For night feed to the lord's quarters and stables...
